SUMMARY This agreement is for design services to update the Master Plan for Cerro Villa Park to include community input regarding additional proposed uses. 3. RECOMMENDED ACTION Approve agreement and authorize the Mayor and City Clerk to execute on behalf of the City. 4. FISCAL IMPACT Funds are available to cover the cost of the Cerro Villa Master Plan Update as follows: 511.7021.56015.20183 (Cerro Villa, Eisenhower, La Veta & Shaffer PMPs) $150,000 5. DISCUSSION and BACKGROUND Cerro Villa Park, located at 5850 Crest de Ville in the City of Orange consists of 26.7 acres of undeveloped park land. The land, which was a former County of Orange landfill was acquired from the County by the City in 1982 for park and recreational purposes. In 2001, a Master Plan for Cerro Villa Park was developed by David Volz Design, which involved several community outreach meeting and was presented to the City of Orange Parks Planning and Development Commission in 2002. At that time, funding was not available for construction of the project or to complete environmental reviews, so the project was put on hold. In 2004, the City's first dog park was established on a temporary basis at Yorba Park, which was also a former County of Orange landfill. The improvements for the Dog Park at Yorba Park were funded by a non -profit group, and were installed by the City. The Dog Park has proven to be a challenge to maintain, due to settling on the site as a result of the former landfill and restrictions on the amount of irrigation water that can be utilized at the site. In addition, shade structure, cannot be installed or trees planted in the former landfill area. The amount of usage by patrons and their dogs at the dog park, combined with the irrigation challenges has led to difficulty providing the quality of turf and other amenities desired at the dog park. Staff is considering relocating the Dog Park to Cerro Villa Park, which has been proposed to be a passive park. The location and mix of proposed passive uses make Cerro Villa an attractive option for relocation of the Dog Park. The Cerro Villa Master Plan update will consider the Dog Park use as it would integrate with the other proposed uses at Cerro Villa Park. Since the scope of work involves an update to the existing Cerro Villa Master Plan, a proposal was solicited from David Volz Design, who prepared the original Master Plan for Cerro Villa. Staff has negotiated with David Volz Design to provide the update for a base fee of $34,330. If additional community meetings, presentations to the Planning Commission or City Council or additional design drawings or studies are desired, these services could be provided at an extra cost of up to $14,048. Including these alternate services, the total contract award is recommended to be an amount not to exceed $48,378. Upon approval of the agreement with David Volz Design, an update to the existing proposed Master Plan for Cerro Villa will be developed with community input in June /July 2014, and City Council review is anticipated in the Fall of 2014. 8.
