1. SUBJECT
A second amendment to an existing consultant services agreement with Moore, Iacofano,
Goltsman, Inc., a private planning consultant firm, to provide current and advance planning
assignments and prepare planning studies and reports.
2. SUMMARY
The goal of the Planning Division is to provide quality professional planning services. The
Division has experienced an increase in filing of planning applications and customer inquiries
while also experiencing a staff shortage. This contract amendment will continue to augment our
existing staff with the use of a professional planning consultant for the next four months.
3. RECOMMENDED ACTION
Approve and authorize the Mayor and City Clerk to execute an amendment to an existing
professional service contract with Moore, Iacofano, Goltsman, Inc., not to exceed an additional
$30,000, for a total contract amount of $100,000.
4. FISCAL IMPACT
Funds in the amount of $30,000 are available in the following account of the Current Planning
Division's budget: 100.6021.51670.00000 — Other Professional and Consulting Services. These
funds are from salary savings based on current vacancies. The cost for the contract planner will
be partially reimbursed by the applicants.

7. DISCUSSION and BACKGROUND
There continues to be a need to utilize the services of Moore, Iacofano, Goltsman, Inc. (MIG) to
assist with the processing of planning applications due to a continuation of staff vacancies and a
high level of proposed development activity. MIG is assisting with several key land use
applications including the Olson Company, Batavia Public Self Service Storage, Val Verde
Estates, and McDonalds's along with various other planning assignments. Attendance at public
meetings, including but not limited to Design Review Committee, Planning Commission and
City Council, may be required. This will assist staff in processing current planning projects
during a busy period while the Planning Division is not fully staffed.
The funds for this first amendment are from salary savings within the Community Development
Department.
