SUBJECT Special Event Permit request from the Assistance League of Orange, California, Inc to host the 8 Annual Taste of Orange, on Sunday, May 4, 2014. 2. SUMMARY Consider approval of a request from the Orange Blossoms, an Auxiliary of Assistance League of Orange, California, Inc., to hold their annual "Taste of Orange "; and to authorize the sale and permit the purchase, possession, and consumption of alcoholic beverages on a portion of the South Orange Street public parking lot during this event. 3. RECOMMENDATION 1. Approve the Special Event Permit with Assistance League of Orange, California, Inc., to hold their Annual "Taste of Orange" on May 4, 2014; and 2. Authorize the sale and permit the purchase, possession, and consumption of alcoholic beverages at the annual "Taste of Orange" event, on a portion of the South Orange Street public parking lot pursuant to the requirements of Section 5.72.080 of the OMC. 4. FISCAL IMPACT The applicant is responsible for all costs associated with the safe closure of the parking lot; therefore, there will be no fiscal impact to the General Fund. Strategy C: Increase activities, programs, and projects including partnerships with organizations sharing interest in Orange's unique history. 6. GENERAL PLAN IMPLEMENTATION Land Use Goal 5.0 — Maintain and enhance the vibrant, pedestrian- friendly, and livable character of Old Towne's neighborhoods and commercial core. 7. DISCUSSION The Orange Blossoms (Assistance League) are planning their annual "Taste of Orange," to be held on Sunday, May 4, 2014, from 3:00 p.m. to 7:00 p.m. at the Assistance League Chapter House located at 124 South Orange Street in Old Towne Orange. With the success of past "Taste of Orange" events, the Orange Blossoms will be utilizing a significant portion of the South Orange Street public parking lot to accommodate their expanded event. Permission for utilization of the parking lot is also being considered by the Council at the April 8, 2014, Council meeting as part of the annual Old Towne street and parking lot closures. This item is for approval of alcohol usage in a public parking lot and overall approval of the Special Event Permit for the event. Since the request for usage of the parking lot is by an Orange based non - profit, staff is recommending waiver of the costs associated with the use of this lot. For other requests such as filming production in Old Towne, a $208 daily fee is typically assessed for use of public areas including the public parking lots. The Special Events committee has worked with the event organizer to go over the event footprint, the safe closure of the portion of the public parking lot, exits, event security (Reserve Police Officers), parking plans, notification of area residents and businesses, and other event details. A condition placed by the Orange Police Department in the past is that since the "Taste of Orange" event permits alcoholic beverages and has an anticipated attendance of over 500 attendees, they are required to have two officers on -site during the event. The applicant will submit a bond to cover the anticipated cost of police officers and other costs associated with this event. The Assistance League will be responsible for all costs associated with the production of the event. Special Event Permits are typically handled by the Community Development Department on an administrative basis. However, this request must be brought to Council for approval due to special alcohol requirements. "Taste of Orange" will utilize a portion of a public parking lot (South Orange St. lot) for the sale and consumption of beer and wine; therefore, Orange Municipal Code (OMC 5.72.080) requires the approval of the City Council when alcoholic beverages are consumed in public facilities and public places. The Special Events Committee is in support of this application and the proposed parking lot closure. Attachment A is the Special Event Application. 8.
