1. SUBJECT
Award of a professional services contract for the Cal Fire Urban Forest Inventory Project — RFP
Bid No. 134 -19.
2. SUMMARY
The City received five (5) proposals to the Request for Proposal (RFP). The RFP is for a GPS
based street tree inventory and urban forest analysis. The selection committee has completed
their review and has ranked Arbor Pro, Inc. as the top proposal. Cal Fire Grant funding awarded
to the City in 2013 will fund 75% of the project costs with City funds providing a 25% match.
13. RECOMMENDED ACTION I
1. Accept into the City's revenue budget a $105,000 grant from Cal Fire into revenue account
number 220.5022.45290.30065, Sanitation & Sewer — Cal Fire Urban Forest Inventory Grant
2. Authorize the appropriation of $105,000 into expenditure account number
220.5022.51670.30065, Sanitation & Sewer — Cal Fire Urban Forest Inventory Grant
3. Authorize the appropriation of $15,000 from the Sanitation and Sewer (220) unreserved fund
balance to expenditure account number 220.5022.51670.00000, Contractual Services.
4. Approve a professional service contract with Arbor Pro, Inc., in a not to exceed amount of
$90,000.00 for providing a GIS based street tree inventory and urban forest analysis; and
authorize the Mayor and City Clerk to execute contract on behalf of the City of Orange.

6. GENERAL PLAN IMPLEMENTATION
Growth Management Goal 6.0 Provide roadway corridors that are aesthetically pleasing and
contribute to a feeling of safety, security, and comfort for motorist, bicyclists, and
pedestrians.
Policy 6.3: Provide lighting, landscape, street trees, and other appropriate scaled streetscape
features that accommodate all users on commercial corridors. Where appropriate, lighting
should be scaled for autos as well as pedestrians.
Urban Design Goal 1.0 Promote streetscapes that enhance the economic vitality and overall
visual quality of commercial corridors, support the circulation network, and support
pedestrian -scale streets and patterns of activity.
Policy 3.2: Enhance the streetscape along the City's major commercial corridors and other major
streets through coordinated public and private improvements to convey a positive image of the
district, contribute to its economic vitality and perception of the City, and improve visual and
physical transitions into adjacent neighborhoods. Streetscape design should include wide
sidewalks to accommodate unified landscaping, trees, lighting, paving, street furniture, and other
public improvements appropriate to the scale of the streets.
7. DISCUSSION and BACKGROUND
In August of 2012 the State of California Department of Forestry and Fire Protection (CAL
FIRE) issued a Request for Proposals for several grant programs. The City submitted concept
proposals for both the "Green Trees for the Golden State" program and the "Tree Inventory
Grant" program. Both initial submittals were approved and as a result final proposals were
submitted and approved in December 2012.
The Tree Inventory Grant application was approved for submittal by City Council Resolution
10701 on January 22, 2013. This Grant will fund 75% of the project cost with a 25% match by
the City. This project allowed the City to bid out and contract for a GPS based tree inventory of
the City's urban forest. This inventory will be integrated and managed as part of the City's
Geographical Information System (GIS). The urban forest inventory system will greatly enhance
the City's abilities to track and manage the City's Urban Forest which has a current estimated
value of over 1.5 million dollars.

On February 11, 2014, a Request for Proposal (RFP 134 -19), to provide the Cal Fire Urban
Forest Inventory, was released. On March 11, 2014 the City received proposals from the
following firms:
• Arbor Pro, Inc.
• Davey Resource Group, a Division of the Davey Tree Expert Company
• Dudek, Inc.
• Evari GIS Consulting, Inc.
• West Coast Arborists, Inc.
Two members from the City's Public Works Department reviewed the proposals received. The
following selection criteria was listed in the REP and used by the selection committee to evaluate
the proposals:
• Professional Experience (30 points).
• Personnel (20 points).
• Project Understanding (30 points).
• Proposed Project Schedule (10 points).
• References (10 points).
In accordance with the above listed selection criteria, companies are ranked as follows:

Based upon the selection criteria, both of the raters in the committee had Arbor Pro, Inc., as their
number one firm. Reference checks were conducted with three cities where Arbor Pro, Inc., has
conducted work. All references were very favorable. Pricing packages were opened following
the evaluation process. The total estimated cost for the project based on the pricing provided by
Arbor Pro is $90,000.
Recommend awarding a professional services contract with Arbor Pro, Inc., in a not to exceed
amount of $90,000.00.
