SR - - POLICIES PROCEDURES NEIGHBORHOOD PARKING PERMIT PROGRAM7. DISCUSSION and BACKGROUND
The Traffic Engineering Division is requesting changes to the Neighborhood Parking Permits
program policies. The Neighborhood Parking Permit Program has been in place since 1987
with the implementation of Area `A' which borders Chapman University. Currently there are
twenty (20) Parking Permit areas in the City of Orange; however there have been few
changes to the permit programs policies and procedures in the 27 years since the program was
initiated.
On March 12, 2014, the City Traffic Commission approved the proposed changes to the
program and recommended the request be forwarded to the City Council for final approval.
The intent of the Neighborhood Permit Parking Program is to provide relief for residents
whose neighborhood parking is being negatively impacted by parking demands that are
generated from outside of their neighborhoods. In order to minimize controversy and insure
that only those neighborhoods with a definable and correctable parking problem are
considered for parking permits, staff is proposing the implementation of warrants that can be
used to process requests for neighborhood parking permits in the future. Attached are the
complete proposed program implementation and removal policies. Below, some of the
significant changes to the program are highlighted:
Steps for Implementation a Neighborhood Parking Permit Program
• Upon a request, staff will conduct an initial review and determine if the request
area is qualified for the program or not.
• Upon staff approval, the proponent submits a written letter of request and an
application fee of $525.00 for consideration of the implementation of permit
parking on the candidate street(s), + a $500 deposit. The unused balance of the
deposit shall be returned to the applicant.
• Petition shall be read thoroughly prior to resident signing. Resident will initial
the Pros & Cons column prior to signing the petition to indicate they have read
the Pro's and Con's. The vote is final and cannot be changed.
• All addresses on the petition will be notified of the Traffic Commission Meeting at
least 10 days prior to the meeting. The property owner of each address will be
notified in addition to the resident of each address, if they are different. In
addition as part of the city notification practice, all residents and businesses within
300 feet radius of the area will be notified of the meeting 10 days prior to the meeting.
• If the Traffic Commission recommends approval, the request is forwarded to the
Traffic Engineering Division to prepare a resolution for adoption by the City
Council.
Neighborhood Parking Permit Implementation Policy
• Permit Parking shall only be permitted in single - family residential areas, where the
problem is ongoing, and it is determined that permit parking is the only solution.

Only single - family residences and duplexes (two dwelling units on one lot) are
qualified for this program.
• Since Permit Parking Areas benefit certain residents, and not the general public,
a "Permit Parking Program Application Fee" (currently $525.00) shall be paid
by the proponent(s) of each new or additional permit area, for consideration of
the implementation of permit parking, + a $500 deposit. The deposit will be used
to cover additional staff time needed to perform field investigation and related
materials such as additional signage for more complex areas. The unused
balance of the deposit shall be returned to the applicant.
• The neighborhood parking permit areas that are adjacent to a K -12 school shall
not be enforced during the school A.M. drop -off (from 7:30 am to 8:30 am) and
P.M. pick -up time (from 1:30 pm to 3:00 pm) on days when school is in session.
• Implementation of Permit Parking Program areas will only be considered when the
following are satisfied:
o A minimum of 75% of the area residents must sign the petition in favor.
o To demonstrate a need, 75% of the available on- street space in a
proposed permit area must be occupied during the perceived problem
times.
o Staff must see evidence that required off - street parking is being utilized.
This includes garages and driveways.
• If recommended for approval by the City Traffic Commission, the Commission
will direct the Traffic Engineering Division to prepare a resolution for adoption
by the City Council.
• Number of permits per household (single family residence) shall be limited to 3
permits (for registered vehicles only), plus 2 guest permits. The total number of
permits shall not exceed 5 per household.
• Number of permits for each unit of a duplex shall be limited to 2 permits (for
registered vehicles only), plus 2 guest permits. The total number of permits shall
not exceed 4 permits per unit.
• Permits cost $25 per household and are valid for 3 years for owner occupied
residences. Permit cost $9 per household and are valid for 1 year for renters.
Permits are non - transferable and are invalid if the registered permittee moves
from the household.

Neighborhood Parkins Permit Removal Policy
• Program removal shall not be initiated until 2 years have elapsed from
implementation.
• Program removal shall be by petition (prepared by the City and circulated by
removal proponents) of which 75% or more of all residents in the entire permit
area are in favor of removal.
• Program removal shall be through hearings before the City Traffic Commission
with notifications to all affected residents and property owners.
• If an existing parking permit program area is removed, any future request for
reinstatement, in part or in whole, shall be subject to the parking permit
program application fee (currently $525.00 + $500 deposit) and any subsequent
policy and /or procedure changes.
• If recommended for removal by the City Traffic Commission, the Commission
will direct the Traffic Engineering Division to prepare a resolution for adoption
by the City Council
• Program removal for those areas currently existing shall require $525.00
application fee.
The proposed steps for implementation, implementation and removal policies for the
consideration of future requests for permit parking program was approved by the City Traffic
Commission and is forwarded to the City Council for final approval.
The notification of the City Council Meeting was done by posting the agendas at City Hall,
the Main Library, and the Police Station and on the City's web page. Additionally, notices of
the meeting were sent to everyone that attended the City Traffic Commission meeting of
March 12, 2014.
