SUBJECT Resolution No. 10780 A Resolution of the City Council of the City of Orange approving the submittal of the Orangewood Corridor Traffic Signal Synchronization Project for funding by the Orange County Transportation Authority (OCTA) under the competitive Measure M2 Regional Traffic Signal Synchronization Program (Project P). 2. SUMMARY 7= Adoption of Resolution 10780 will enable OCTA to allocate funds for the City of Orange Local Signal Synchronization Plan projects included in the Regional Traffic Signal Synchronization Program. 3. GENERAL PLAN IMPLEMENTATION Circulation & Mobility Goal 1.0 Provide a safe, efficient, and comprehensive circulation system that serves local needs, meets forecasted demands, and sustains quality of life in neighborhoods. Policy 1.2: Identify key intersections and streets with historical or projected traffic congestion problems and apply creative traffic management measures to improve overall circulation. 7. DISCUSSION and BACKGROUND On December 14, 2010, the City Council adopted Resolution 10523 to approve the City's Local Signal Synchronization Plan (Local Plan) as part of the Measure M2 Eligibility Process. The Local Plan identifies traffic synchronization routes including all elements of the Regional (countywide) Signal Synchronization Program to coordinate traffic signals across jurisdictional boundaries in the county. The City of Orange (Orange) is coordinating with the City of Anaheim (Anaheim) on the funding application for the implementation of the Orangewood Avenue Corridor Traffic Signal Synchronization project. The Orangewood Avenue Corridor Synchronization is a multi jurisdictional project starting at Harbor Boulevard in Anaheim, and ends at Batavia Street in Orange. This is part of the OCTA's Measure M2 Project P. The corridor covers fifteen (15) intersections in Anaheim, Orange, and the State of California Department of Transportation. Within Orange, there are four intersections namely Eckhoff Street, Poplar Street, Main Street, and Batavia Street. The participating agencies are required to provide minimum 20% matching funds in cash, or in- kind such as staffing and equipment purchase. By adopting Resolution No. 10780, the City Council requests OCTA allocate the funds necessary for the implementation of the Regional Traffic Synchronization Program within each local agency's jurisdiction. The Resolution will also authorize the Orange Public Works Director to submit the synchronization project for funding consideration under the Comprehensive Transportation Funding Program. 8. ATTACHMENTS • Resolution No. 10780 JD /af:ml:pt L:7 SR Orangewood Synchronization Reso 10780 [ N : /PublicWorks /Admin/Admin/Thenp /Traffic Council Items /2014 Reports /April] RESOLUTION NO. 10780 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF ORANGE APPROVING THE SUBMITTAL OF IMPROVEMENT PROJECTS FOR FUNDING BY THE ORANGE COUNTY TRANSPORTATION AUTHORITY UNDER THE COMPETITIVE MEASURE M2 REGIONAL TRAFFIC SYNCHRONIZATION PROGRAM WHEREAS, the City of Orange (the "City ") is a municipal corporation, which exercises governmental functions and powers and is organized and existing under the laws of the State of California; and WHEREAS, the City of Orange has been declared by the Orange County Transportation Authority ( "OCTA ") to meet the eligibility requirements to receive revenues as part of Measure M2; and WHEREAS, the Orange County Transportation Authority ( "OCTA ") has developed the Regional Traffic Signal Synchronization Master Plan ( "Master Plan") to identify traffic signal synchronization street routes and traffic signals within and across jurisdictional boundaries, and defines the means of implementing the M2 Regional Traffic Signal Synchronization Program (the "Program "); and WHEREAS, the Master Plan will utilize an anticipated $450,000,000 from M2 funds and will synchronize 2,000 signalized intersections, covering over 800 miles of Orange County streets, to maintain traffic signal synchronization, improve traffic flow, and reduce congestion across jurisdictions; and WHEREAS, the City of Orange has adopted a Local Signal Synchronization Plan consistent with the Master Plan as a key component of local agencies' effort to synchronized traffic signals across local agencies' boundary; and WHEREAS, the City of Orange will provide matching funds for each project as required by the Comprehensive Transportation Funding Program Procedures Manual; and WHEREAS, the City of Orange will not use Measure M2 funds to supplant Developer Fees or other commitments; and WHEREAS, the City of Orange desires to implement the multi jurisdictional synchronization projects listed herein. NOW, THEREFORE, the City Council of the City of Orange resolves on the basis of the facts set forth in the agenda report presented to it and any testimony received at the meeting at which this matter was considered, as follows: 3
