RESOLUTION NO. 10777
A Resolution of the City Council of the City of Orange temporarily closing sections of public
streets for approved special events.
2. SUMMARY
Resolution No. 10777 has been prepared for approval of special events/pageants and
authorization for closure of portions of public streets, for the 2014-2015 Fiscal Year.
3. RECOMMENDED ACTION
1. Adopt Resolution No. 10777 approving the closure of public streets during the times of
approved special events.
2. Approve closure of municipal parking lots and temporary suspension of neighborhood permit
parking restrictions for certain events and dates occurring in FY 2014-15.
4. FISCAL IMPACT
Costs associated with each non-City of Orange special event/pageant are the responsibility of the
event promoter or sponsor. Deposits to cover anticipated city costs will be required prior to each
event.

centers throughout the City.
7. DISCUSSION and BACKGROUND
In August 1997, Council approved a process allowing approval of special events/pageants that
will close the Plaza and adjacent public streets as a single action. The Council-approved criteria
allows the Plaza to be closed for special events 20 days total, 12 of those are Friday, Saturday
and Sunday. This request includes Plaza closures of 9 days total, 7 of those are Fridays, Saturday
and Sunday.
The Sunrise Rotary Club of Orange previously received approval for their April 20, 2014 car
show at the Council meeting of March 12, 2013. They are requesting the date of the car show
and the Plaza closure be changed to April 13, 2014 as Easter falls on the previously approved
date of April 20, 2014.
Over the years of operating these types of events, a standardized plan for street closure, restroom
location, fire safety protection and similar concerns has been established. The term, "Plaza
closure" means all of Glassell St. from Maple Ave. to Almond Ave., and all of Chapman Ave.
from Grand St. to Lemon St. All of the sponsors, operators, and City staff are proficient at event
logistics to ensure a safe and efficient event of which the entire community can be proud. This
approval does not attempt to address the details or logistics of each event, as the department's
staff will handle that. Other areas may be posted for No Parking for event preparation as needed.
Orange Police will suspend enforcement of neighborhood permit parking restrictions for the
whole day, without bagging the signs for each event.
For non-city events cash deposits will be required approximately 30 days prior to each event
date. If deposits are not provided, the event will be canceled. Thirty days prior to the exact
event, the promoter or sponsor shall obtain a special event permit from the Community
Development Department, whose staff will provide notification to the businesses for each event.

A RESOLUTION OF THE CITY COUNCIL OF THE CITY
OF ORANGE TEMPORARILY CLOSING SECTIONS OF
PUBLIC STREETS FOR APPROVED SPECIAL EVENTS.
WHEREAS, Vehicle Code Section 21101(e) authorizes cities to close portions of streets
for celebrations and local special events when, in the opinion of the City Council, the closing is
necessary for the safety and protection of persons who are to use that portion of the street during
the temporary closing; and
WHEREAS, the International Street Fair Committee, the Community Services
Department, and the Rotary Club of Orange Sunrise, have requested temporary street closures to
accommodate several special events in the streets.
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Orange
as follows:
INTERNATIONAL STREET FAIR-INTERNATIONAL STREET FAIR COMMITTEE
Section I•
That Chapman Avenue be closed from Lemon Street easterly to Grand Street; and
Glassell Street from Almond Avenue northerly to Maple Avenue be closed from 7:00 P.M.

On the weekend of May 22-25, 2014 Chapman University will be holding its annual Baccalaureate and
Commencement e�ercises at the Orange campus. We are e�pecting approzimatelv 12,000 guests over
the four days for the various ceremonies.
Although we have parking structures to facilitate the parking of our guests it is quite probable that
visitors from otrt of the area mav attend the ceremon�• and choose to park on surrounding streets.

The Orange Blossoms Auxiliary, an Auxiliary of Assistance League� of Orange is requesting the
closure and usage of the public parking lot located adjacent to our chapter house at 124 S.
Orange Street for the purpose of holding our annual fundraising event, "Taste of Orange". In our
eighth year, the Taste of Orange has grown substantially and we need to expand further in to the
parking lot to allow for our increased attendance.
Date: Sunday, May 4, 2014
Time: Event time is 3pm to 7pm & Set-up time is 7am to 2pm
Location: 124 S. Orange Street, Orange, CA 92866
Purpose: Fundraising event for Orange Blossoms Auxiliary
Activities: Food tastings, silent auction, opportunity drawings & live entertainment
Anticipated Number of Participants: 650
We have attached a map of how we would like the parking lot divided for the event with markings
to indicate fencing, emergency exits, flow of attendees, tents, stage, tables and potential location
for porta-pottys if needed. This is identical to the layout from last year.
Also as we did last year, we have included further details below:
❖ Flow of People — as indicated on the map, all attendees will enter through the front door of
our chapter house and walk through our building, on to our patio, and then enter the
outdoor fenced in area. The parking lot area will be completely fenced in with 6 foot tall
fences so no peopte will be able to sneak in to the event. At the end of the event, the
emergency exits will be opened to allow attendees to exit and vendors to breakdown their
booths
❖ Security Plan — each attendee will be given a wristband at check in that they will be
required to wear for the duration on the event. As stated previously, the parking lot area
will be completely fenced in with 6 foot tall fences so no individuals will be able to sneak in
to the event and nothing can be passed over the fence line. In addition, we will have a
representative from our organization stationed at each emergency exit to ensure that it is
not opened without authorization as well as individuals roaming the crowd to ensure each
person present has a wristband.
❖ Parking Plan — we will have a sign on each corner to direct attendees to street parking as
well as the city owned public parking lots located closest to our chapter house. As these
are all city owned lots, we are requesting permission to direct attendees to the following
public parking lots located at:
o N. Orange & E. Maple - 2 lots adjacent to each other
o S. Olive between Chapman & E. Almond
o S. Grand between Chapman & E. Almond - 2 lots adjacent to each other

area available on our website for the event and will be actively encouraging

Honorable Mayor and Members of the City Council,
The Orange International Street Fair Inc. respectfully requests permission to hold the 41S` annual
Orange International Street Fair in the Old Towne Plaza District on August 29t'' through August 31 S` ,
2014. We also request permission to close and use the public parking lots of 100 block of S. Orange St.
(behind the Army Navy store) and the 100 block of S. Olive St. (between Chapman and Almond) These
lots are utilized for OISF operations, vending, sponsor supply trucks, and City Support Services.
Our event supports over 40 of our community's organizations, making it possible for them to
operate various community service programs throughout the year. Our Board and Committee are
comprised of volunteers from the community who donate hundreds of hours each year to see this event
succeed.
On behalf of the Board of Directors and the entire Orange International Street Fair Committee, I

Re: 22nd Annual Boutique Noel
Dear Honorable Mayor and members of the City Council:
The Assistance League of Orange is preparing to hold their 21 st Annual holiday Boutique Noel on
October 22-26, 2014. Approximately 25 vendars set up their spaces inside the Chapter House on October 19 &
20 and return daily during the show to re-stock their booths. The Boutique itself draws approximately 3,000
people who come to the Plaza to shop the Boutique, visit our Tllrift Store, and enjoy nearby restaurant dining.
In the past, during set-up and over the course of the Boutique, our vendors have taken up considerable space in
the parking lots of 100 S. Orange Street(behind the Army Navy Store) and the parking lot south of Chapman
Avenue between Grand and Orange Streets. Also in the past, local merchants have complained to us and the
city about the lack of space for their regular "shoppers". To remedy this problem, for the past several years,the
City has been gracious enough to provide us with dedicated parking for our vendors (from the first day of set-up
until the end of the Boutique - 7 days total) along Orange Street, between the 2 driveways into the 100 S.
Orange Street parking lot, and one space in the Northeast corner of that same lot. In addition, we request one
additional spot in the corner of the lot behind our building. This street parking for "Boutique Noel Vendors
Only" freed up the city's parking lots for regular shoppers' use. We respectfully request the city's support of our
event by allowing us the use of the dedicated street parking in the same location again for our vendors
beginning Sunday, October 19 and ending Sunday, October 26.
This event is one of our main fundraising efforst for the year, and helps support the many philanthropic projects
of the Assistance league of Orange that benefit our local community. On behalf of the Assistance League, I
would like to take this opportunity to once again thank the City Council for their support of our community
programs and our fundraising efforts which finance them.
