SUBJECT Award of contract for inspection services for the construction of the Marywood Pump Station. 2. SUMMARY The City received three proposals in response to the Request for Proposal (RFP). The RFP is for construction inspection services for the Marywood Pump Station. The selection committee has completed their review and has ranked Civil- Source as the top proposal. 13. RECOMMENDED ACTION Approve a service contract with Civil- Source in the amount of $151,030.00 for inspection services of the Marywood Pump Station and authorize the Mayor and City Clerk to execute the contract on behalf of the City. 14. GENERAL PLAN IMPLEMENTATION Infrastructure Element Goal 6.0: Ensure water, sewer, and storm drain systems that meet the needs of residents and businesses. Policy 6.1: Provide public improvements to support commercial, industrial and institutional uses. 7. DISCUSSION and BACKGROUND Inspection services are needed for the proposed Marywood Pump Station, which is scheduled for construction in April 2014. Construction is anticipated to take approximately 365 calendar days. The scope of work includes construction of a CMU building, two (2) new 150 hp pumps, pressure relief valves, and a standby emergency diesel generator unit. The project also includes installation of waterline piping, electrical control, and SCADA monitoring equipment. In addition, site improvement work such as grading, paving, retaining walls, landscaping, irrigation, and fencing around the site will also be part of this project. Due to staffing limitations, the Water Division is soliciting inspection services for the construction of this project. The RFP was made available to companies on March 7, 2014. Copies of the RFP were sent out to four reputable construction management companies. Proposals were received from Civil- Source, Inc., Project Partners, and Tetra Tech, Inc. on the proposal due date, March 17, 2014. Butier Construction Managers declined to submit a proposal for this project. Three City Staff members reviewed the proposals. The following selection criteria was used by the selection committee to evaluate the proposals: • Qualifications and experience of the project manager and Inspectors (30 points). • Capability to perform necessary tasks, project understanding, quality of proposal (30 points). • Schedule, staffing availability (20 points). • References (20 points). In accordance with the above listed selection criteria, companies were ranked as follows: 1. Civil- Source, Inc. 2. Tetra Tech, Inc. 3. Project Partners 244 points out of 300 215 points out of 300 212 points out of 300 Civil- Source, Inc.'s proposal was well written, responded directly to the RFP requirements, and indicated a solid ability to perform the scope of work. Civil- Source, Inc. has qualified technical and support personnel with over 20 years of experience. They also have extensive knowledge in construction management and worked on several other projects for neighboring agencies over the past ten years. These facts provide justification to award a contract to Civil- Source, Inc. The contract would be for the duration of the Marywood Pump Station construction. The not -to- exceed fee for the duration of the project is $151,030.00. Inspection services will be required on an as needed basis, with a minimum of three (3) hours payable to the consultant for each occasion. 17. ATTACHMENTS J • Contract Agreement ITEM 4/08/14 2
