Award of Contract - Bid No. 134 -22; SP -3875; Annual Pavement Maintenance at Various
Locations, Fiscal Year 2013 -2014.
2. SUMMARY
:Bids for Annual Pavement Maintenance at Various Locations, FY 2013 -14 were received and
opened on March 27, 2014. Four (4) bidders responded to the Notice Inviting Bids. The
apparent low bidder is R.J. Noble Company of Orange, CA for $3,264,950.00.
3. RECOMMENDED ACTION
1. Award the contract in the amount of $3,264,950.00 to R.J. Noble Company, and authorize
the Mayor and City Clerk to execute the necessary documents on behalf of the City.
2. Approve Cooperative Agreement with the County of Orange for exchange of work for
improvements on Fairhaven at Yorba and Hewes Street from Fowler to Fairhaven.
4. FISCAL IMPACT
Funds are budgeted in the Capital Improvement Program and are available in the following
accounts:

Total $4,300,000

6. GENERAL PLAN IMPLEMENTATION
Infrastructure Goal 3.0 Ensure adequate maintenance of public rights -of -way to enhance public
safety and improve circulation.
Policy 3.1: Continue to maintain and repair sidewalks and pavement surfaces on public rights -
of -way.
17. DISCUSSION and BACKGROUND
This asphalt concrete overlay and slurry seal project will rehabilitate approximately 26
residential, 1 alley and 9 arterial streets throughout the City. The streets selected for
maintenance in accordance with our Pavement Management Plan, generally fall into the "poor to
fair" category and require work at this time to prevent total pavement failure and more costly
reconstruction in the future.
The proposed 9 arterial streets are as follow:
1. Katella Ave. from Tustin Ave to Cambridge St.
2. Intersection of City Drive and Chapman Ave. 100' in each direction
3. Santiago Canyon Rd. from Kennymead St. to First Driveway at Cemetery
4. Town & Country Rd. from Main St to Parker St
5. Anita Dr from Chapman Ave. to South End
6. Garden Grove Blvd. from Lewis St to Park Vine St.
7. Lewis St. from Simmons Ave. to Chapman Ave.
8. Fairhaven Ave. from Yorba St. to Lowry St.
9. Parker St. from 22 Freeway to South City Limit
The scope of rehabilitation consists of, but is not limited to, removal and replacement of the
existing pavement, asphalt concrete overlays, removal and replacement of failed sections of curb
and gutter, driveways, sidewalks, cross gutters, spandrels, and adjustment of manhole and water
valve covers to grade.
The City Council previously approved advertisement for bids on March 11, 2014. The bid
solicitation was advertised on March 12, 2014 for a period of two weeks, and bids were opened
on March 27, 2014. Four (4) bids were received as follows:

Excel Paving, Co.
$3,752,400.00
The Engineer's Construction Cost Estimate is at $3,754,692 including about 15% for
construction engineering and contingency.
Construction is scheduled to begin in May 2014 and is expected to be completed within ninety
(90) calendar days.

The cooperative agreement between the City and the County of Orange is for work on City and
County owned streets. The County has projects that are next to the City owned right -of -way on
Hewes, from Fowler to Fairhaven. The City has a project next to the County owned portion of
Fairhaven and Yorba. The City and the County have mutually agreed to perform necessary street
improvement work in each other's right -of -way for easier coordination. The estimated
improvement cost for both segments is about the same, so there is no cost impact for the
Cooperative Agreement.
