SUBJECT Consultant Services Agreement with VA Consulting, Inc. for the design of three Highway Safety Improvement Program (HSIP) intersection modification projects. 2. SUMMARY 7-7::1 The Consultant Services Agreement authorizes VA Consulting, Inc., to perform professional services for preparing the plans, specifications, and estimates for three (3) Highway Safety Improvement Program (HSIP) projects; (1) Chapman Avenue and Hewes Street; (2) Chapman Avenue and Esplanade Avenue; and (3) Tustin Street and Mayfair Avenue. 3. RECOMMENDED ACTION Award the contract in the amount of $32,985.00 to VA Consulting Inc., and authorize the Mayor and City Clerk to execute on behalf of the City. 4. GENERAL PLAN IMPLEMENTATION Circulation and Mobility 1.0 Provide a safe, efficient, and comprehensive circulation system that serves local needs, meets forecasted demands, and sustains quality of life in neighborhoods. Policy 1.6: Maintain and repair roadways and sidewalks as necessary to improve circulation and safety. 7. DISCUSSION and BACKGROUND In May 2012, Caltrans issued a call for projects for the Highway Safety Improvement Program. The program is intended to achieve a significant reduction in traffic fatalities and serious injuries on all public roads. HSIP funds up to 90% of all eligible projects costs with the local agency responsible for the remaining 10 %. The City of Orange responded to the call by nominating projects including three (3) street intersections under the Intersection Safety Improvement category. In October 2012, Caltrans advised all three intersections were approved for preliminary engineering (design), and construction funds. The three intersection projects are: (1) Chapman Avenue and Hewes Street; (2) Chapman Avenue and Esplanade Street; and (3) Tustin Street and Mayfair Avenue. The intersections are eligible projects based on accident history and safety concerns expressed by the public. The primary collision factor in many of the accidents at the intersections is broadside type crashes. The proposed improvement to correct the problem is the addition of a protected left -turn phasing. The improvement enhances safety for both vehicular and pedestrian traffic by clearly defining rights -of -way. In January 2014, staff issued a Request for Proposal (RFP) to KOA Corporation, Kabbara Engineering, and VA Consulting, Inc. (VA) for the design of the intersection improvements. All three firms submitted a proposal which were evaluated by a panel based on the consultant's project understanding, description of work, relevant experience, project team, schedule, insurability, and DBE compliance. The panel found VA to be the top ranked consultant. Staff initiated fee negotiations with VA and has reached an accord with the firm. The total consultant fees for the design of the three projects are $32,985, while available design funds in the amount of $63,400 are available in the HSIP and Measure M2 project accounts. 2 VA has completed design projects for the City of Orange in the past including the Santiago Canyon Road Safety Improvements, and Chapman/Cannon Storm Drain. VA has also completed numerous traffic signal modification projects for various local agencies. Staff is recommending award of consultant services agreement to VA Consulting, Inc. The design of the projects is scheduled to be completed in 12 weeks. 8.
