1. SUBJECT
Resolution No. 10762 — A Resolution of the City Council of the City of Orange Approving
the Memorandum of Understanding Between the City of Orange and the Orange
Maintenance and Crafts Employees Association (OMCEA) Concerning Wages, Hours, and
Other Conditions of Employment Effective July 1, 2013 through and including June 30,
2015 and Repealing Resolution No. 10691 and Amendments Thereto for Said Employees.
2. SUMMARY
Resolution No. 10762 presents the compensation and terms of employment for the Orange
Maintenance and Crafts Employees Association for the period July 1, 2013 through June 30,
2015.
3. RECOMMENDATION
Approve Resolution No. 10762.
4. FISCAL IMPACT
Since Council has already approved the new economic provisions of this Memorandum of
Understanding at their January 14, 2014 meeting by adopting a Letter of Understanding between
the City and the Association, there is no additional fiscal impact to the budget for adopting this
Memorandum of Understanding.

16. DISCUSSION and BACKGROUND
In accordance with the Meyers - Milias -Brown Act, the City and the Orange Maintenance and
Crafts Employees Association met and conferred on matters of concern to the City and the

employees in the Association. Contract negotiations concluded when the City and the
Association reached agreement on wages, salaries, benefits, and other terms and conditions of
employment for the period from July 1, 2013 through June 30, 2015.
This new Memorandum of Understanding contains language changes only and incorporates all
the economic provisions previously adopted by the Council at their January 14, 2014 meeting.
