1. SUBJECT
Award of Contract - Bid No. 134 -09; Construction of the New Marywood Pump Station (W -664)
2. SUMMARY
Five (5) bids for the Construction of the New Marywood Pump Station (W -664) were received
and opened on January 30, 2014. The apparent responsive low bidder is SCW Contracting
Corporation in the amount of $2,390,235.00. Changes and additions to the original scope of the
project, along with the complexity associated with the construction site and rising construction
costs, contributed to the increased bid for the project. Of the additional $1,500,000.00 requested
for this project, $1,000,000.00 was to be included in FY 14 -15 CIP budget for this project. If the
appropriation is approved, this amount will now be eliminated in the FY 14 -15 CIP budget
request. An additional request of $700,000.00 from unallocated reserves is requested to cover
the remaining costs for the project.
13. RECOMMENDED ACTION
1. Authorize the appropriation of $1,700,000.00 from the water fund unreserved fund balance to
Account No. 600.8011.56412.18228, Marywood Pump Station Replacement.
2. Award a contract in the amount of $2,390,235.00 to SCW Contracting Corporation and
authorize the Mayor and City Clerk to execute the necessary documents on behalf of the City.
4. FISCAL IMPACT
After appropriation, funds will be available to cover the cost as follows:
600.8011.56412.18228 Marywood Pump Station Replacement $ 2,600,000.00

6. GENERAL PLAN IMPLEMENTATION
Infrastructure Element Goal 6.0: Ensure water, sewer, and storm drain systems that meet the
needs of residents and businesses.
Policy 1.1: Provide sufficient levels of water, sewer, and storm drain service throughout the
community.
Economic Development Element Goal 6.0: Provide sufficient infrastructure to support

7. DISCUSSION and BACKGROUND
The existing Marywood Pump Station is located on the easterly side of Villa Real Drive in the
northeasterly portion of the City. This pump station has one of the highest usage rates in the
water system. It transports water from the 490 Zone to the 736 Zone, which serves a large
residential portion of the City of Orange. The existing Marywood Pump Station has been in use
for over 45 years, and due in part to its age and high usage, is reaching the end of its useful life
and requiring more frequent maintenance. The existing station has two submersible pumps with
a total capacity of approximately 1,300 gallons per minute.
The proposed replacement for the Marywood Pump Station is located across the street from the
existing pump station in an easement area obtained from the Orange Catholic Diocese. The
scope of work proposed for the replacement pump station, includes construction of a CMU
building, enclosures that will house two (2) new 150 hp pumps with a total capacity of 3,000
gallons per minute, pressure relief valving, and a standby emergency diesel generator unit. The
project also requires installation of waterline piping, electrical control and SCADA monitoring
control equipment. In addition, site improvement work such as grading, paving, retaining walls,
landscaping, irrigation and fencing around the site will also be required as part of this project.
The pump station and affected onsite landscaping were designed with an effort to match and
blend in with the slope and existing neighborhood as much as possible. Prior to the project
starting, staff will conduct an outreach program to the neighborhood that could be affected by the
construction. The existing station will remain in operation until the new pump station becomes
operational.
The City Council previously approved advertisement for bids on November 26, 2013. The
Engineer's estimate for this project was $2,200,000.00. The bids were opened on January 30,
2014. Five (5) bidders responded as follows:

Staff determined that Adams Mallory Construction Company's bid was non - responsive.
Specifically, the bidding documents called for the Bidder to have successfully completed a
minimum of five pump stations within the last ten years. There is one pump station project listed
on their Bid Proposal. This represents a violation of the requirements of the bidding documents.
SCW Contracting Corporation is the apparent responsive low bidder. Staff conducted reference
checks with other agencies including the Jurupa Community Services District, City of Riverside,
and Rancho Water District. All agencies contacted gave good reviews on the performance of
SCW Contracting Corporation.
Staff recommends that SCW Contracting Corporation be awarded the contract in the amount of
$2,390,235.00 for the Construction of the New Marywood Pump Station project. Construction is
scheduled to begin in April 2014 and is expected to be completed within 365 calendar days.
