A Resolution of the City Council of the City of Orange
Expressing Appreciation to Lieutenant Patrick Richard
Thayer for Twenty Seven Years of Loyal and Dedicated
Service.
WHEREAS, Patrick Richard Thayer graduated as the honor recruit of Golden West College Police
Academy Class No. 74 in 1983. He began his law enforcement career as a Reserve Police Officer for the City of
Tustin. Patrick became a full -time officer with the City of Cypress on July 18, 1983, and was hired by the
Orange Police Department on April 20, 1987; and
WHEREAS, Patrick Thayer worked as a patrol officer, motor officer, field training officer, and Master
Police Officer. He has always shown true compassion for the citizens served, receiving letters of thanks and
commendations from numerous individuals. Patrick received the Department's Medal of Merit for successfully
convincing a suicidal individual to get psychiatric help; and
WHEREAS, Patrick was promoted to Detective in August 1989. He worked in all aspects of investigations,
Property Crimes, Sexual Assault, Narcotics, Vice, Gangs, and Robbery Homicide. Patrick served as the
president of the Orange County Homicide investigator's Association for four years, and received commendations
from two Deputy District Attorneys for the determination, effort, and thoroughness of his investigations in two
particularly difficult cases; the first child torture case in Orange County, and a violent murder outside an Orange
nightclub. Patrick was awarded a Medal of Distinction in 1995; and
WHEREAS, Patrick was promoted to Sergeant on April 12, 1998. He supervised patrol officers and took on
added responsibility for the Corporals and the Temporary Holding Facility. Patrick implemented the
Department's Youth Services Bureau and sought out non - conventional partnerships with community
organizations to help at -risk youth. YSB was recognized for a Community Policing Award in 2002; and
WHEREAS, Patrick was promoted to Lieutenant on September 5, 2004. He served as a Patrol Watch
Commander for seven years, and three years in Investigative Services. He has excellent communication skills
and represented the Department in numerous speaking engagements. Patrick also participated in numerous
promotional panels; Patrick always brings a positive attitude and professional image to department activities; and
WHEREAS, Patrick Thayer served as the COPA Management Board President for more than ten years.
Patrick helped COPA give back to the community through Hannah's Gift at CHOC Hospital, and other
charitable involvement. Patrick served as a youth sports coach and mentor for many years, and remains active in
his church and the community today; and
WHEREAS, Patrick Thayer has provided thirty -two years of loyal and dedicated service to several Orange
County communities, and is retiring from the City of Orange, effective March 20, 2014.
NOW, THEREFORE, I, Teresa Smith, Mayor of the City of Orange, on behalf of the entire City Council,
do commend Lieutenant Patrick Thayer for his 27 years of distinguished and honorable service to the Orange
Police Department and to the citizens of Orange.
