1. SUBJECT
Award of Contract: Bid No. 134 -11; Chapman Avenue Improvement Project (SP -3796)
2. SUMMARY
Bids for Chapman Avenue Improvement Project were received, and opened on February 27,
2014. Nine (9) bidders responded to the Notice Inviting Bids. The apparent low bidder is
Bannaoun Engineers Constructors Corporation of Chatsworth, CA in the amount of $340,850.
3. RECOMMENDED ACTION
Award the contract in the amount of $340,850 to Bannaoun Engineers Constructors Corporation
of Chatsworth, CA and authorize the Mayor and City Clerk to execute on behalf of the City.
4. FISCAL IMPACT
Funds are available in the following account:
272.5011.56330.20208 (Chapman Avenue Rehabilitation) $324,750.00

6. GENERAL PLAN IMPLEMENTATION
Infrastructure Element Goal 3.0 Ensure adequate maintenance of public rights -of -way to
enhance public safety and improve circulation.
Policy 3.1: Continue to maintain and repair sidewalks and pavement surfaces on public rights -
of -way.
7. DISCUSSION and BACKGROUND
The City Council previously approved advertisement for bids in its November 26, 2013 meeting.
The bid solicitation was advertised on February 12, 2014 for a period of two (2) weeks, and bids
were opened on February 27, 2014. Nine (9) bidders submitted proposals as follows:
Based on field observation, Chapman Avenue (from Lemon Street to the Plaza and from the
Plaza to Grand Street) is in need of rehabilitation. The pavement condition is in moderate to
severely distressed, with large quantities of weathering and raveling. City Maintenance crew has
been placing skin patches of asphalt concrete before the International Street Fair for the past few
years to eliminate tripping hazards. In addition, staff is proposing to include the segment from
railroad track to the Plaza with this project to avoid repeated impacts to the Plaza in the near
future.
The Engineer's estimate of construction cost is $425,000 which includes 15% for contingencies
and construction engineering.
The proposed project is categorically exempt from the provisions of the CEQA Guidelines as
amended September 7, 2004, under Article 19. "Categorical Exemptions ", Section 15301
"Existing Facilities ", classifies this project as Class 1 (c) "Existing highways and streets,
sidewalks, gutters, bicycle and pedestrian trails, and similar facilities ". This categorical
exemption applies to projects that involve maintenance and minor alteration to highways, streets,
sidewalks & gutters, involving negligible or no expansion of the use. The Notice of Exemption
has been filed with the County Recorder's Office.
