SUBJECT Rejection of all Bids - Bid No. 134 -18; 5 -234; Hart Park and Stacey Lee Lane Sewer Lift Station Rehabilitation Project. 2. SUMMARY Bids for Hart Park & Stacey Lee lane Lift Station Rehabilitation were received and opened on February 20, 2014. Four (4) bidders responded to the Notice Inviting Bids. Due to some confusion related to bid alternatives included in the bid documents, staff recommends rejection of all bids and re- advertisement of this project with the revised scope of work. 13. RECOMMENDED ACTION Reject all bids received and authorize the re- advertisement of this project. 4. FISCAL IMPACT Funds are budgeted and available in the Capital Improvement Program in the following account: 220.5022.56510.20186 Sewer Lift Station $179,500.00 5. STRATEGIC PLAN GOAL(S) 1 b. DISCUSSION and BACKGROUND The City Council previously approved advertisement for bids on January 14, 2014. The bid solicitation was advertised on January 28, 2014 for a period of two weeks with bids being opened on February 20, 2014. Four bids were received as follows: 1) Moalej Builders, Inc. $ 207,163 2) Tamang Electric, Inc. $ 239,880 3) Cora Constructors, Inc $ 334,901 4) California Builders Evaluation $ 396,920 Due to some confusion related to the bid alternative included in the bid documents, staff is recommending rejection of all bids and requests authorization to re- advertise. The City operates two wastewater lift stations. One is located near the intersection of Stacey Lee Lane and Santiago Boulevard. The other is located within the street right -of -way on River Avenue near Hart Park. While the lift stations are operational, they are aged and require extensive periodic maintenance and repairs. The Stacey Lee Lane lift station was installed in 1978 and the Hart park lift station was installed in 1974. To ensure continuous operations at each of the lift stations, major system components (e.g. pumps, controllers, and wiring) require replacement. The improvements will include replacement of the existing pumps, valves, piping, panels, conduit and wiring. It will also involve the reconstruction of the concrete manhole structure at Hart Park. New SCADA communication systems will be provided and a portable generator receptacle will be added. Construction may result in the interruption of access to and from Hart Park at the River Avenue entrance but work will not impact the main entrances to the park. Construction at the Stacey Lee Lane station may result in brief impacts to the neighboring residents but full access will be maintained at all times. The construction is scheduled to begin in June 2014 and be completed in ninety (90) calendar days. Public Works will revise the project bid documents as necessary and re- advertise the project. Total estimated construction costs are $260,000 which includes 10% for contingencies and construction engineering. Following the bid opening, when the total expenses are confirmed, staff will return to Council with a recommendation to award the project and appropriate sufficient funds to complete the project. 7.
