SUBJECT Bid No. 134 -22; SP -3875; Annual Pavement Maintenance at Various Locations, Fiscal Year 2013 -2014. Approval of plans and specifications and authorization to advertise for bids. 2. SUMMARY Plans and specifications have been completed for the Annual Pavement Maintenance Project at Various Locations, FY 2013 -2014. The project is ready to be advertised for bids. The estimated construction cost is $3,100,000. 3. RECOMMENDED ACTION Approve plans and specifications and authorize advertising for bids for the Annual Pavement Maintenance Project at Various Locations, FY 2013 -2014. 4. FISCAL IMPACT Funds are budgeted in the Capital Improvement Program and are available in the following accounts: 263.5011.56330.13120 (Local Street Maintenance) $2,600,000 272.5011.56330.13120 (Local Street Maintenance) $1,700,000 Total $4,300,000 5. GENERAL PLAN IMPLEMENTATION Infrastructure Goal 3.0 Ensure adequate maintenance of public rights -of -way to enhance public safety and improve circulation. Policy 3.1: Continue to maintain and repair sidewalks and pavement surfaces on public rights - of -way. 1 7. DISCUSSION and BACKGROUND This project is part of our FY 2013 -2014 Annual Street Maintenance activities, and is designed to prolong pavement life of city streets. Rehabilitation methods vary depending on the sustained damage but in general consist of asphalt concrete overlays with localized areas of pavement reconstruction and slurry seal. The rehabilitated pavement will have a longer service life and will provide a safe and smooth ride for the traveling public. This asphalt concrete overlay and slurry seal project will rehabilitate approximately 26 residential, 1 alley, and 9 arterial streets throughout the City. The streets selected for maintenance in accordance with our Pavement Management Plan, generally fall into the "poor to fair" category and require work at this time to prevent total pavement failure and more costly reconstruction in the future. The total cost is estimated at $3,565,000 including 15% construction engineering and contingency. If the unit price for slurry and asphalt come in below the estimate, additional streets may be added for rehabilitation. The proposed 9 arterial streets are as follow: 1. Katella Ave. from Tustin Ave to Cambridge St. 2. Intersection of City Drive and Chapman Ave. 100' in each direction 3. Santiago Canyon Rd. from Kennymead St. to First Driveway at Cemetery 4. Town & Country Rd. from Main St to Parker St 5. Anita Dr from Chapman Ave. to South End 6. Garden Grove Blvd. from Lewis St to Park Vine St. 7. Lewis St. from Simmons Ave. to Chapman Ave. 8. Fairhaven Ave. from Yorba St. to Lowry St. 9. Parker St. from 22 Freeway to South City Limit The proposed project is categorically exempt from the provisions of the California Environmental Quality Act (CEQA) under CEQA guidelines Section 15301 "Existing Facilities" Class 1 (c). The CEQA Notice of Exemption will be filed with the County Recorder's Office upon Council's approval of the plans and specifications. Construction is estimated to begin in May 2014 and to be completed by August 2014. S.
