SUBJECT Bid No. 134 -21; SP- 3874; FY 2013 -14 Community Development Block Grant (CDBG) Project — Americans with Disabilities Act (ADA) Wheelchair Access Ramps at Various Locations. Approval of plans and specifications and request for authorization to advertise for bids. 2. SUMMARY Plans and specifications have been completed for the CDBG- funded FY 2013 -14 ADA Wheelchair Access Ramps at Various Locations Project and the Project is ready to be advertised for bids. The total estimated construction cost including contingencies and construction engineering (15 %) is $74,750. 3. RECOMMENDATION /ACTION Approve plans and specifications and authorize advertising for bids for the FY 2013 -14 CDBG ADA Wheelchair Access Ramps at Various Locations. 4. FISCAL IMPACT Funds are budgeted and available in the Capital Improvement Program in the following account: CDBG — ADA Improvements 310 - 9645 -56330 -11328 $ 78,322 5. STRATEGIC PLAN GOAL(S) lb. GENERAL PLAN IMPLEMENTATION Infrastructure Element Goal 3.0 Ensure adequate maintenance of public rights -of -way to enhance public safety and improve circulation. Policy 3.1: Continue to maintain and repair sidewalks and pavement surfaces on public rights - of -way. 7. DISCUSSION and BACKGROUND This project will provide for construction of approximately twelve (12) ADA wheelchair access ramps at various locations, City wide. As part of this project, detectable warning surfaces (truncated domes) will be installed per the American with Disabilities Act Accessibility Guidelines (ADAAG) requirements. The City receives CDBG funding from the U.S. Department of Housing and Urban Development for activities that primarily benefit Low and Moderate Income residents. Construction of ADA compliant access ramps City -wide qualifies for CDBG funding because the ramps benefit disabled residents that are considered to be Low Income. The proposed project is categorically exempt from the provisions of the California Environmental Quality Act (CEQA) under CEQA guidelines Section 15301 "Existing Facilities" Class 1 (c). The Notice of Exemption has been filed with the County Recorder's Office. The proposed project is also categorically excluded from the provisions of the National Environmental Policy Act (NEPA) under CFR 24 Section 58.35. Documentation of this determination is on file. The estimated total cost for this project is $74,750 including 15% contingency and construction engineering. Construction is scheduled to begin in late April 2014, and is expected to be completed within a month. 8.
