Agreement with Granger Construction, Inc. for $31,948.80 to install a new ridge beam and roof
on the Hart Park picnic shelter.
2. SUMMARY
This agreement is for installation of a new ridge beam roof on the historic section of the Hart
Park picnic shelter.
3. RECOMMENDED ACTION
Approve agreement and authorize the Mayor and City Clerk to execute on behalf of the City.

7. DISCUSSION and BACKGROUND
Background
The final phase of work to restore the picnic shelter at Hart Park includes installation of a new ridge
beam and replacement of the tile roof (using most of the existing tiles). In the first phase of this CIP
project, food setup, serving tables and new barbeques were installed in the picnic shelter area and the old
lattice portion of the picnic shelter was removed. In the second phase that was completed earlier this
year, a new lattice cover was constructed to replace the one built in the 1980s. This third and final phase
of the project is to replace the tile roof portion of the picnic shelter, which has deteriorated much of
which is original to the Park's early construction. Installation of a new ridge beam will be added to
provide better structural support to the roof.
Discussion
The Community Services Department sent out bid requests to three (3) qualified contractors who have
worked on City of Orange projects and specifically those who have worked on facilities at Hart Park or
are familiar with the historic nature of the Park. Of the three contractors, two returned bids. Granger
Construction submitted the lowest responsible bid of $26,624.00.
The agreement with Granger Construction will include a 20% contingency amount of $5,324.80 due to
the historic nature of the structure and the potential for unforeseen damage requiring additional work.
With the contingency, the total amount of the agreement is $31,948.80. The project includes the removal
of the existing roof tile and underlayment; inspection and replacement of any wood sheeting or
structural members as required; installation of new underlayment; and new roof tile, using as many of
the original roof tiles as can be salvaged. Where new tiles must be used, every effort will be made to
match the existing tiles and incorporate them randomly to mitigate any color or texture differences that
may exist between new and old tiles.
A new structural beam will be added to the ridge to support the roof. The original construction did not
include a structural beam but upon inspection of the roof, staff noted that the roof is actually sagging,
making the roof unsuitable for re- roofing due to concerns of structural integrity while contractors work
and stack new material on the roof. The new beam will significantly add to the shelter's structural
stability, ensuring it will be a part of Hart Park for many years in the future. The scope of work, and
specifications for the addition of the beam and new roof, have been reviewed by the City's historical
planner who provided valuable direction and input for the final bid documents.
