SUBJECT Resolution No. 10761 — A Resolution of the City Council of the City of Orange Approving the Memorandum of Understanding Between the City of Orange and the Orange Management Association (OMA) Concerning Wages, Hours, and Other Conditions of Employment Effective July 1, 2013 through and Including June 30, 2015 and Repealing Resolution No. 10682 and Amendments Thereto for Said Employees. 2. SUMMARY Resolution No. 10761 presents the compensation and terms of employment for the Orange Management Association for the period July 1, 2013 through June 30, 2015. 3. RECOMMENDATION Approve Resolution No. 10761. 4. FISCAL IMPACT Since Council has already approved the new economic provisions of this Memorandum of Understanding at their December 10, 2013 meeting by adopting a Letter of Understanding between the City and the Association, there is no additional fiscal impact to the budget for adopting this Memorandum of Understanding. 5. DISCUSSION and BACKGROUND In accordance with the Meyers - Milias -Brown Act, the City and the Orange Management Association met and conferred on matters of concern to the City and the employees in the Association. Contract negotiations concluded when the City and the Association reached ITEM &,24 1 2/11/2014 agreement on wages, salaries, benefits, and other terms and conditions of employment for the period from July 1, 2013 through June 30, 2015. This new Memorandum of Understanding contains language changes only and incorporates all the economic provisions previously adopted by the Council at their December 10, 2013 meeting. 7. ATTACHMENTS • Resolution 10761 RESOLUTION NO. 10761 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF ORANGE APPROVING THE MEMORANDUM OF UNDERSTANDING BETWEEN THE CITY OF ORANGE AND THE ORANGE MANAGEMENT ASSOCIATION (OMA) CONCERNING WAGES, HOURS, AND OTHER CONDITIONS OF EMPLOYMENT EFFECTIVE JULY 1, 2013 THROUGH AND INCLUDING JUNE 30, 2015 AND REPEALING RESOLUTION NO. 10682 AND AMENDMENTS THERETO FOR SAID EMPLOYEES. WHEREAS, the City of Orange, hereinafter referred to as "City," and the Orange Management Association, hereinafter referred to as "OMA" have met and conferred in accordance with the requirements of the Meyers - Milias -Brown Act; and WHEREAS, the City and OMA have reached agreement on wages, hours, and other conditions of employment effective July 1, 2013 through and including June 30, 2015 and the City Council desires to repeal Resolution No. 10682 and amendments thereto for said employees, as set forth in the Memorandum of Understanding; and WHEREAS, on December 10, 2013, the City Council of the City of Orange adopted Resolution No. 10752, a Resolution of the City Council of the City of Orange Establishing a Letter of Understanding Between the City of Orange and the Orange Management Association Effective July 1, 2013 through June 30, 2015; and WHEREAS, the City and the Association agreed to incorporate the provisions contained in the Letter of Understanding noted above into a new Memorandum of Understanding once both parties had an opportunity to review and concur on any and all language changes included in the new Memorandum of Understanding NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Orange that the Memorandum of Understanding attached hereto as Exhibit "A" (the "MOU ") is approved and incorporated herein by reference as if fully set forth herein and that Resolution No. 10682 be repealed in its entirety.
