Cooperative Agreement No. C -3 -2085 by and between Orange County Transportation Authority
(OCTA), the Cities of Orange and Anaheim for the Implementation of the State College
Boulevard/The City Drive Project funded as part of the Measure M2 Regional Traffic Signal
Synchronization Program (Project P).
2. SUMMARY
This Cooperative Agreement among the agencies establishes the respective responsibilities of
each agency for the inter jurisdictional traffic signal synchronization along the corridor of State
College Boulevard/The City Drive.
3. RECOMMENDED ACTION
Approve Cooperative Agreement C -3 -2085 and authorize the Mayor and City Clerk to execute
on behalf of the City.
4. FISCAL IMPACT
Funds are available to cover the cost of the Cooperative Agreement as follows:

6. GENERAL PLAN IMPLEMENTATION
Growth Management Goal 1.0 Provide a safe, efficient, and comprehensive circulation
system that serves local needs, meets forecasted demands, and sustains quality of life in
neighborhoods.
Policy 1.2: Identify key intersections and streets with historical or projected traffic congestion
problems and apply creative traffic management measures to improve overall circulation.
7. DISCUSSION and BACKGROUND
OCTA issued a call for projects for coordinating traffic signals across multiple jurisdictional
boundaries as part of the Renewed Measure M (M2) Regional Traffic Signalization Program
Project P to enhance countywide traffic flow and reduce congestion.
In response to the call, the cities of Orange and Anaheim initiated an application and were
awarded Project P funds in 2013 for the implementation of signal synchronization of the traffic
signals along State College Blvd. /The City Dr. corridor. The corridor will include 35
intersections within the Cities of Anaheim and Orange and those under Caltrans jurisdiction.
Within the City of Orange, the corridor includes 7 intersections from Garden Grove Blvd. to
Chapman Avenue.
The project will include elements identified in the application including installation of new
communication system, installation of Emergency Vehicle Preemptions, upgrade existing
controllers and cabinets, installation of wireless radio for communication. In the City of Orange,
the improvements will include furnishing and installation of traffic signal controller and cabinet
assemblies, switches, CCTV cameras, and Emergency Vehicle Preemption.
The total project cost is $1,301,973. The participating agencies agree to a combined cash and
in -kind match (staffing, equipment purchase) of $260,395.00 representing twenty percent (20 %)
of the total project costs. Orange's share of the project cost includes $54,869 in direct dollar
match, and approximately $10,340 in -kind match in the form of staffing support.
The cooperative agreement describes the duties and responsibilities including funding obligations
of all the participating agencies. OCTA was designated and agreed to act as the implementing
agency to carry out project implementation. Participating agencies will be responsible for
coordinating the installation of their elements during the course of the project and on -going
maintenance and operation after the three -year grant period. When completed, vehicular traffic
in a synchronized corridor will often pass through a series of green lights before stopping.
