SUBJECT Resolution No. 10759. A Resolution of the City Council of the City of Orange rescinding Resolution No. 10718, and adopting a Revised Master Resolution of Permit Parking Areas within the City of Orange. 2. SUMMARY On January 14, 2014, the City Council re- evaluated the adoption of the Neighborhood Parking Permit Program for area `S', which was approved by the City Council on January 22, 2013. The City Council approved modification to the existing Area `S' by removing the following spaces on Eckhoff Street from the program: 1. Four spaces on the east side of Eckhoff Street from the southerly limit to W. Arbor Way (approximately 110 feet). 2. Five spaces on the east side of Eckhoff Street from 45 feet north of W. Arbor Way end of curb return to Maple Avenue (approximately 140 feet. It allows one parking space to remain in the permit parking program just north of the driveway at 2037 W. Arbor Way for visibility). 3. Three spaces on the east side of Eckhoff Street north of Willow Avenue to the northerly limit (approximately 70 feet). 4. Two spaces on the west side of Eckhoff Street from the existing red curb north of Maple Avenue to the driveway south of 206 N. Eckhoff Street. 13. RECOMMENDED ACTION Adopt Resolution No. 10759. GENERAL PLAN IMPLEMENTATION Growth Management Goal 1.0 Reduce traffic congestion within the City. Policy 1.10: Apply traffic calming measures, where appropriate, to residential neighborhoods affected by cut - through traffic in accordance with the City's Residential Neighborhood Traffic Management Program. 7. DISCUSSION and BACKGROUND On January 14, 2014, the City Council re- evaluated the adoption of the Neighborhood Parking Permit Program for area `S', which was approved by the City Council on January 22, 2013. The area apartment owners and tenants that are outside the permit area, along with residents in the permit parking area presented their concerns before the City Council. After deliberating the City Council approved modifications to the existing Area `S' by removing the following spaces on Eckhoff Street from the program: • Four spaces on the east side of Eckhoff Street from the southerly limit to W. Arbor Way (approximately 110 feet). • Five spaces on the east side of Eckhoff Street from 45 feet north of W. Arbor Way end of curb return to Maple Avenue (approximately 140 feet. WHEREAS, Chapter 10.30 of the Orange Municipal Code authorizes the City Council of the City of Orange to add or remove designated areas to the Neighborhood Permit Parking Program by resolution; and WHEREAS, the creation of a master resolution which contains all the permit parking areas will compile all areas into a single document and eliminate the need to revise the Orange Municipal Code every time an area is added or deleted from the Neighborhood Permit Parking Program. NOW, THEREFORE, BE IT RESOLVED, by the City Council of the City of Orange does resolve as follows: Section I That Parking Permit Area "S" be modified to provide unrestricted on- street parking on Eckhoff Street as following: 1. Four spaces on the east side of Eckhoff Street from the southerly limit to West Arbor Way (approximately 110 feet). 2. Five spaces on the east side of Eckhoff Street from 45 feet north of West Arbor Way end of curb return to Maple Avenue (approximately 140 feet. It allows one parking space to remain in the permit parking program just north of the driveway at 2037 West Arbor Way for visibility). 3. Three spaces on the east side of Eckhoff Street north of Willow Avenue to the northerly limit (approximately 70 feet). 4. Two spaces on the west side of Eckhoff Street from the existing red curb north of Maple Avenue to the driveway south of 206 North Eckhoff Street. Section II That the Master Resolution of Permit Parking Area for the Neighborhood Permit Parking program attached hereto as Exhibit "A" is adopted. 3
