SUMMARY Resolution No. 10758 is required to be adopted as part of the grant application package to the State of California Department of Housing and Community Development for the Housing Related Parks Grant. The grant funds would be used for the following park projects: purchase and installation of new tot lot equipment at Handy Park, purchase and installation of exercise circuit equipment at Grijalva Park, and purchase and installation of shade sails for the tot lot at Belmont Park. 3. RECOMMENDED ACTION Adopt Resolution No. 10758. 14. FISCAL IMPACT I There is no impact to the General Fund. Should the City be awarded this grant application, the City would receive funds in the approximate amount of $469,500 and no match is required. 5. STRATEGIC PLAN GOAL(S) 3a. GENERAL PLAN IMPLEMENTATION GOAL 5 - Provide recreational facilities and programs that adequately serve the needs of residents 5.1 Maintain existing City parks at levels that provide maximum recreational benefit to City residents. 7. DISCUSSION and BACKGROUND Background The Housing Related Parks (HRP) Program, funded by Proposition IC (the Housing and Emergency Shelter Trust Fund Act of 2006), rewards cities and counties for building affordable housing by providing grants for park capital projects within the grantee's jurisdiction. The Program awards funds on a per- bedroom basis for each residential unit affordable to very low - income and low - income households permitted during the designated Program years (2010 — 2013). In addition, several bonus awards are available, based on infill location, general plan consistency with regional plans, and park projects in disadvantaged or park deficient communities. The Program provides funds for parks and recreation projects that benefit the community and improve the quality of life for City of Orange residents. HRP Program grants may be used for the creation, development, or rehabilitation of park and recreation facilities, such as sports fields, play structures, recreational trails, and park landscaping. Grand funds must be spent within two years of grant award. A total of $25 million is available statewide for the 2013 funding round. The grant guidelines require a City Council resolution authorizing the application for this grant. Discussion The City's HRP Program application is for $469,500, which is the maximum grant award based on the number of eligible affordable housing units as well as the bonuses available for infill development units and for park and recreation facilities located in park deficient neighborhoods. Park deficient neighborhoods are defined as neighborhoods where the amount of usable park space for every one thousand residents within a half mile radius of a park is less than three acres. The eligible affordable housing units permitted in Orange during the Program years included those at the Citrus Grove and Serrano Woods Apartments. City staff indentified several park projects for the potential use of the grant funds. These projects are also proposed to be included in the FY14 -15 CIP budget. The first project is the replacement of the tot lot play equipment at Handy Park. This project is estimated to cost $205,000. The second project is the purchase and installation of exercise circuit equipment at Grijalva Park. This project is estimated to cost $224,500. The third and final project is the purchase and installation of sail shades for the tot lot at Belmont Park. This project is estimated to cost $40,000. HRP Program grant awards will be announced in June 2014. 8. ATTACHMENT • Resolution No.10758 4 ITEM 2/11/14 RESOLUTION NO. 10758 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF ORANGE AUTHORIZING THE APPLICATION FOR THE HOUSING RELATED PARKS GRANT WHEREAS, The State of California, Department of Housing and Community Development (Department) has issued a Notice of Funding Availability dated October 2, 2013 (NOFA), under its Housing - Related Parks (HRP) Program; and WHEREAS, The City of Orange (Applicant) desires to apply for a HRP Program grant and submit the 2013 Designated Program Year Application Package released by the Department for the HRP Program; and WHEREAS, The Department is authorized to approve funding allocations for the HRP Program, subject to the terms and conditions of the NOFA, Program Guidelines, Application Package, and Standard Agreement. NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF ORANGE DOES HEREBY RESOLVE AS FOLLOWS: 1. Applicant has applied for and submitted to the Department the HRP Program Application Package released October 2013 for the 2013 Designated Program Year. If the application is approved, the Applicant is hereby authorized and directed to enter into, execute, and deliver a State of California Standard Agreement (Standard Agreement), and any and all other documents required or deemed necessary or appropriate to secure the HRP Program Grant from the Department, and all amendments thereto (collectively, the "HRP Grant Documents "); and 2. Applicant shall be subject to the terms and conditions as specified in the Standard Agreement. Funds are to be used for allowable capital asset project expenditures to be identified in Exhibit A of the Standard Agreement. The application in full is incorporated as part of the Standard Agreement. Any and all activities funded, information provided, and timelines represented in the application are enforceable through the Standard Agreement. Applicant hereby agrees to use the funds for eligible capital asset(s) in the manner presented in the application as approved by the Department and in accordance with the NOFA and Program Guidelines and Application Package; and 3. That the Community Services Director or their designee is authorized to execute in the name of Applicant the HRP Program Application Package and the HRP Grant Documents as required by the Department for participation in the HRP Program; and
