SUMMARY Bids for Maple Avenue Improvement Project were received, and opened on January 23, 2014. Eight (8) bidders responded to the Notice Inviting Bids. The apparent low bidder is Nobest, Inc., Garden Grove, CA in the amount of $387,000. 13. RECOMMENDED ACTION Award the contract in the amount of $387,000 to Nobest, Inc. of Garden Grove, CA and authorize the Mayor and City Clerk to execute on behalf of the City. 14. FISCAL IMPACT Funds are available in the following account: 263.5011.56330.13120 Pavement Management Program $ 2,773,486.00 15. STRATEGIC PLAN GOAL(S) lb. GENERAL PLAN IMPLEMENTATION Infrastructure Element Goal 3.0 Ensure adequate maintenance of public rights -of -way to enhance public safety and improve circulation. Policy 3.1: Continue to maintain and repair sidewalks and pavement surfaces on public rights - of -way. 7. DISCUSSION and BACKGROUND The City Council previously approved advertisement for bids at the November 26, 2013 meeting. The bid solicitation was advertised on January 1, 2014 for a period of three (3) weeks, and bids were opened on January 23, 2014. Eight (8) bidders submitted proposals as follows: TOTAL BID 1) Nobest, Inc., Garden Grove ........................... $ 387,000.00 2) Patriot Paving, Inc., Orange ........................... 395,000.00 3) Ted Enterprises, Inc., San Clemente .............. 441,802.00 4) CJ Concrete Constr., Inc., Santa Fe Springs.. 449,900.00 5) All American Asphalt, Corona ...................... 457,457.00 6) Super Technical, Inc., Anaheim ..................... 458,606.00 7) Los Angeles Engineering, Inc., Covina ......... 539,650.00 8) Griffith Company, Santa Fe Springs .............. 565,797.50 According to data and calculations from the City's Pavement Management System, Maple Avenue from Lemon Street to Glassell Street is concrete pavement and has a Pavement Condition Index (PCI) of 29. This value indicates the pavement is in poor to very poor condition due to being severely distressed, with large quantities of linear and transverse cracks and surface damage, therefore reconstruction of the roadway is necessary. The Engineer's estimate of construction cost is $550,000 which includes 15% for contingencies and construction engineering. The proposed project is categorically exempt from the provisions of the CEQA Guidelines as amended September 7, 2004, under Article 19. "Categorical Exemptions ", Section 15301 "Existing Facilities ", classifies this project as Class 1 (c) "Existing highways and streets, sidewalks, gutters, bicycle and pedestrian trails, and similar facilities ". This categorical exemption applies to projects that involve maintenance and minor alteration to highways, streets, sidewalks & gutters, involving negligible or no expansion of the use. The Notice of Exemption has been filed with the County Recorder's Office. Construction is scheduled to begin in March 2014 and is expected to be completed within sixty (60) calendar days.
