Award of Contract: Bid No. 134 -10; S -235; Sewer Line Replacement at Various Locations
Project, Fiscal Year 2013 -14.
2. SUMMARY
Bids for Sewer Line Replacement at Various Locations Project, Fiscal Year 2013 -14 were
received and opened on January 23, 2014. Thirteen (13) bidders responded to the Notice Inviting
Bids. The apparent low bidder is Ramona, Inc., Arcadia, CA in the amount of $694,025.
3. RECOMMENDED ACTION
Award the contract in the amount of $694,025 to Ramona, Inc. of Arcadia, CA and authorize the
Mayor and City Clerk to execute on behalf of the City.
4. FISCAL IMPACT
Funds are budgeted in the Capital Improvement Program and are available in the following
account:

6. GENERAL PLAN IMPLEMENTATION
Infrastructure Element Goal 1.0: Ensure water, sewer, and storm drain systems that meet the
needs of residents and businesses.
Policy 1.1: Provide sufficient levels of water, sewer, and storm drain service throughout the
community.
7. DISCUSSION and BACKGROUND
The City Council previously approved advertisement for bids at the November 26, 2013 Council
meeting. The bid solicitation was advertised on January 1, 2014 for a period of three (3) weeks,
and bids were opened on January 23, 2014. Thirteen (13) bidders submitted proposals as
follows:
The Sewer Maintenance crew provides information from their field observations of the sewer
system to Engineering Design on a continuous basis. These locations have been requiring a
higher than normal level of maintenance service for several reasons but generally it is due to
offset joints, tree roots, broken sections, and /or being undersized.
The project addresses the maintenance issues by replacing the structurally deficient existing 6"
lines with 8" clay lines and reconnecting the service laterals. Approximately 5,000 linear feet of
sewer lines are being replaced with this project.
The Engineer's estimate of construction cost is $770,500 and our project budget is $1,000,000.
The low bid received is below the project's budget, so additional hot spots or critically deficient
lines may be added to utilize the favorable bid prices received.

The proposed sewer replacement is categorically exempt from the provisions of the California
Environmental Quality Act (CEQA) under CEQA guidelines Section 15301 "Existing Facilities"
Class 1 (b). The Notice of Exemption has been filed with the County Recorder's Office.
Construction is scheduled to begin in March 2014 and is expected to be completed within ninety
(90) calendar days.
