Award of Contract; Bid No.134 -16; SP -3862; Annual Concrete Replacement at Various
Locations, Fiscal Year 2013 -14.
2. SUMMARY
This project is part of the annual street maintenance activities for curb and gutter, cross gutter,
driveway approach, and sidewalk replacement at various locations City wide.
3. RECOMMENDATION /ACTION
Award contract in the amount of $501,200 to C.J. Construction, Inc., Santa Fe Springs, CA and
authorize the Mayor and the City Clerk to execute on behalf of the City.
4. FISCAL IMPACT
Funds are budgeted in the Capital Improvement Program and are available in the following
accounts:

6. GENERAL PLAN IMPLEMENTATION
Infrastructure Element Goal 3.0 Ensure adequate maintenance of public rights -of -way to
enhance public safety and improve circulation.
Policy 3.1: Continue to maintain and repair sidewalks and pavement surfaces on public rights -
of -way.
7. DISCUSSION and BACKGROUND
This project is part of the annual street maintenance activities for curb and gutter, sidewalk,
driveway, and cross gutter replacement at various locations City wide.
Utilizing the City's Pavement Management Survey ranking of the streets, the City has prepared a
list of streets requiring pavement rehabilitation for fiscal year 2013 -14. This project will
complete all high maintenance areas and concrete replacement needs within these street
locations before future street overlay and slurry seal work is to start. Street rehabilitation overlay
and slurry seal will bid as separate projects later this fiscal year. This project is the first of three
annual maintenance projects, as such; the remaining funds available in the 13120 project account
are still needed.
The City Council previously approved advertisement for bids on December 10, 2013. The
project was publicly advertised for four (4) weeks. The bids were opened on January 9, 2014.
Thirteen (13) bid proposals were sold and seven (7) bidders responded as follow:

The estimated total quantities of concrete replacement at various locations, FY 2013 -14 is as
follows:
1. 5,000 linear feet of curb and gutter
2. 45,000 square feet of sidewalk
3. 2,000 square feet of driveway apron
4. 10,000 square feet cross gutter and spandrel
The estimated project cost is $551,320, which includes the apparent low bid of $501,200,
approximately 10% contingency and contract administration costs. Staff will determine the
needs at other locations as the budget allows.
Construction is scheduled to begin in late February 2014 and be completed by May 2014.
