SUBJECT Bid No.134 -20; Well No. 27 Drilling (W -660); Approval of plans and specifications and authorization to advertise for bids. 2. SUMMARY Plans and specifications have been completed for the Well No. 27 Drilling. This project is ready to be advertised for bids. The preliminary cost estimate is $1,202,000.00. 3. RECOMMENDED ACTION Approve plans and specifications and authorize advertising for bids for the Well No. 27 Drilling Project (W -660). 4. FISCAL IMPACT Funds are budgeted and are available in the following accounts: 600.8011.56411.18119 Well 27 Construction $2,568,025.00 5. GENERAL PLAN IMPLEMENTATION Infrastructure Element Goal 6.0: Ensure water, sewer, and storm drain systems that meet the needs of residents and businesses. Economic Development Element Goal 6.0: Provide sufficient infrastructure to support anticipated economic development and growth. Policy 6.1: Provide public improvements to support commercial, industrial and institutional uses. 7. DISCUSSION and BACKGROUND The proposed Well No. 27 is located at 140 S. Jameson Street, adjacent to the Water Division parking lot. The site was part of the former OCFA site. The easterly third of the former OCFA warehouse was demolished to prepare for the construction of the well. Well 27 will replace existing wells 4, 5 and 14 located on the Water Division site. These existing wells have reached the end of their useful life and are failing. The scope of work for this phase of the well project includes the demolition of existing Well 14, drilling and installation of approximately 950 feet of 20" Stainless Steel Casing and Louver, installation of all accessory tubing, gravel pack, sanitary seal, conduct test pumping, final well development, and disinfection. The drilling operations for the project will last approximately 30 days and require some 24 -hour operational working periods. Prior to the project starting, staff will conduct outreach to the neighborhood that could be affected by the construction. While the contractor will install a 24 foot high sound attenuation walls around the project site for the duration of the project, staff will closely monitor all work and sound generation emanating from the project. The engineering cost estimate for this project is $1,202,000.00. Construction is anticipated to begin in April 2014 and to be completed within 180 calendar days. With the successful completion of this phase of the well project, staff will then bring forward, under separate bid, a contract for the second and final phase of the well project that will consist of the construction of all above ground pipeing and equipment that will be needed to complete the well project in its entirety. It is anticipated that this portion of the project will come back to City Council late 2014 or early 2015. The Well No. 27 project was previously approved by the City Council on February 9, 2010 as part of the larger "Water Warehouse Renovation and Well 27 Construction" project. At that same time, Mitigated Negative Declaration (MND) 1816 -09 was approved in compliance with the California Environmental Quality Act (CEQA). The proposed Drilling of Well 27 was adequately described and analyzed in the previously approved MND. As such, nothing further is warranted for CEQA compliance. Mitigation measures identified in previously approved MND 1816 -09 have been incorporated into project plans and specifications and will be implemented during construction. 8. ATTACHMENTS .
