1. SUBJECT
Amendment No. 1 to Cooperative Agreement No. C -1 -3024 by and between Orange County
Transportation Authority (OCTA), the Cities of Orange, Brea, Santa Ana, Tustin, Anaheim, and
Placentia for the Implementation of the Tustin Avenue /Rose Drive /Grand Avenue Project funded
as part of the Measure M2 Regional Traffic Signal Synchronization Program (Project P).
2. SUMMARY
The Amendment No. 1 to Cooperative Agreement No. C -1 -3024 between OCTA and the Cities
effects removal of Caltrans as a participating agency, reflect changes in match distribution, and
extends the term of the agreement to June 30, 2016.
3. RECOMMENDED ACTION
Approve Amendment No. 1 to Cooperative Agreement C -1 -3024, and authorize the Mayor and
City Clerk to execute on behalf of the City.
4. FISCAL IMPACT
None.

6. GENERAL PLAN IMPLEMENTATION
Circulation and Mobility Goal 1.0 Provide a safe, efficient, and comprehensive circulation
system that serves local needs, meets forecasted demands, and sustains quality of life in
neighborhoods.
Policy 1.2: Identify key intersections and streets with historical or projected traffic congestion
problems and apply creative traffic management measures to improve overall circulation.
7. DISCUSSION and BACKGROUND
On May 21, 2012, OCTA and the Cities of Orange, Brea, Santa Ana, Tustin, Anaheim, Placentia,
and the State of California Department of Transportation (Caltrans) entered into a cooperative
agreement for the implementation of the Tustin Avenue /Rose Drive /Grand Avenue Project as
part of the Measure M2 Regional Traffic Signal Synchronization Program.
Since then, Caltrans has not participated in the project. In addition, the term of the original
contract will expire on September 30, 2014.
These developments necessitate Amendment No. 1 to the cooperative agreement to effect these
changes. Attachment B -Local Match Commitment to the agreement has to be revised to reflect
the changes in match distribution as a result of Caltrans removal as a participating agency. There
is no change to the City of Orange's match in -cash or in -kind. OCTA and the Cities have also
agreed to extend the term of the agreement for an additional one (1) year and nine (9) months to
June 30, 2016 in order to allow for the completion of all project components.
