1. SUBJECT
Award of Consultant Services Agreement to Harper & Associates Engineering, Inc. for
professional services for the interior recoating of Reservoir No. 5.
2. SUMMARY
This Agreement authorizes the consultant to evaluate Reservoir 5's interior coating and develop
technical specifications for the repair work including quality control and inspection throughout
the course of the project.
3. RECOMMENDED ACTION
Award a Consultant Service Agreement to Harper & Associates Engineering, Inc. of Corona, CA,
in an amount not to exceed $55,035.00 and authorize the Mayor and City Clerk to execute the
necessary documents on behalf of the City.

Funds are budgeted and are available in the following accounts:

6. GENERAL PLAN IMPLEMENTATION
Infrastructure Element Goal 6.0: Ensure water, sewer, and storm drain systems that meet the
needs of residents and businesses.
Policy 1.1: Provide sufficient levels of water, sewer, and storm drain service throughout the
community.
Economic Development Element Goal 6.0: Provide sufficient infrastructure to support
anticipated economic development and growth.
Policy 6.1: Provide public improvements to support commercial, industrial and institutional uses.
7. DISCUSSION and BACKGROUND
Reservoir No. 5 is a welded steel water storage tank located at 694 N. Cannon Street. It was
constructed in 1967 serving zone 2 of the City's water system. Reservoir 5 has a five (5) million
gallon capacity and is partially buried in the sub - grade. The tank is currently protected from
corrosion by a combination of protective coatings and a cathodic protection system. Periodic
repair and replacement of the tank's coating is necessary to prevent corrosion and preserve the
tank structure. Reservoir 5's interior coating has been inspected and found to be in significant
need of interior recoating to maintain maximum corrosion protection.
Proposals were solicited from five (5) qualified engineering firms that specialize in protective
coating and corrosion control. Three (3) responded with a written proposal. All proposals were
carefully reviewed and assessed independently by the review panel. The proposals were
evaluated based on team qualifications, professional experience, detail of proposal, and project
schedule. Four raters collectively recommended Harper & Associates Engineering, Inc. as the
top ranked consultant. The summary of ranking and associated costs is as follows:

Upon reviewing the proposals, Harper & Associates Engineering, Inc. of Corona, CA was
determined to be the best qualified consultant to provide the professional services outlined in the
Request for Proposal. Therefore, staff is recommending award of the contract to Harper &
Associates Engineering, Inc. in the amount of $55,035.00.
