1. SUBJECT
Official Police Towing and Storage Service Agreements.
2. SUMMARY
The Orange Police Department uses private towing companies for the removal, storage and
impound of vehicles during the course of business. Individual companies are qualified according
to the agreement and Department Policy #504.
In February 2011, the City Council authorized the City to enter agreements with 5 tow
companies to provide this service. The current agreement with four of the five contracted tow
companies is scheduled to expire on February 28, 2014. A fifth contract expires on May 31,
2014. It is the recommendation of the Police Department to extend the current contracts through
February 28, 2016.
3. RECOMMENDATION
Authorize the Mayor and City Clerk to extend the current contracts between the City and
each of the current tow companies to February 28, 2016.

Public Safety Goal 6.0 Provide public safety services of the highest quality.
Policy 6.1: Provide the Police Department with adequate personnel, equipment and state -of the
art- technology to effectively combat crime, meet existing and projected service demands, and
provide crime prevention programs. These resources should be provided prior to anticipated
needs.
7. DISCUSSION and BACKGROUND
The Official Police Towing and Storage Agreement outlines the equipment, vehicle and
performance requirements for those companies who desire to contract with the City to provide
towing and storage services. The agreement also provides for oversight of the services provided
to include: fees charged, insurance and indemnification of the City, performance review,
investigation of complaints, and suspension or termination of individual agreements as outlined
in Department Policy 504 and related documents.
Archie's Towing, Tows R Russ, Southside Towing, Authentic Brothers Towing and California
Coach Towing are under contract and in good standing as official police towing service
providers, having complied with the requirements of the tow service agreement.
These companies currently under contract and the number of companies [5] currently under
contract has worked well for all parties and that is why the police department is recommending
we extend these agreements at this time.
