A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF ORANGE
EXPRESSING APPRECIATION TO CORPORAL DON LOCKRIDGE
FOR MORE THAN 22 YEARS OF LOYAL AND DEDICATED SERVICE
WHEREAS, Don began his career in law enforcement as an Orange County Deputy Sheriff in 1989, and
transferred to the Orange Police Department as a Police Officer on April 25, 1991. In 1994, Don was a member of
the SWAT team and would stay for three years. During these three years, Don created, published, and maintained
the first OPD web page; and
WHEREAS, on February 24, 1997, Don was assigned to the Gang Unit. On July 19, 1998, Don was
transferred to Traffic. His assignments included the bureau investigator, following up on hit and run cases, and
handling all fatal and majar traffic accidents. Additionally, he trained new motor officers, and coordinated DUI
checkpoints. Don also instructs ROP classes in law enforcement; and
WHEREAS,on August 27,2003, Officer Lockridge prepared a video presentation that ultimately resulted in
receiving $45,000 in grant funds to replace outdated radar equipment for the Traffic Bureau. On April 11, 2004,
Motor Officer Lockridge was promoted to Motor Corporal; and
WHEREAS, in 2005, MADD awarded Don the first "Excellence in Investigations Award" for the 2005
Shelly Haney fatality, DUI manslaughter with no blood alcohol; and
WHEREAS, on February 4, 2007, Corporal Lockridge transferred to Patrol as a Corporal. A year later, on
February 1 l, 2008, Don received a thank you letter from the Federal Bureau of Investigation for the assistance given
to the operational needs of the FBI; and
WHEREAS, on February 1, 2009, Corporal Lockridge transferred from Patrol back to the Gang Unit. In
March 2009, Corporal Lockridge introduced the Gang Reduction Intervention Partnership (GRIP) which provided
positive outlets for youth, educational opportunities, counseling, and family support. On March 21, 2011, Don
received the American Legion Community Service Award for GRIP's mission to combine aggressive anti-gang
suppression strategies with education to create a safe environment for schools and neighborhoods; and
WHEREAS, on November 9, 2011, Don received Comp Stat recognition for putting the principles of Comp
Stat to work. He was commended for his leadership and the use of technological resources toward the goal of
arresting repeat offenders; and
WHEREAS, Don has received numerous awards and commendations which include the Distinguished Unit
Citation and American Legion Award of Merit. Those who have worked with Don applaud his strong work ethic,
passion for police work, and leadership.
NOW, THEREFORE, I, Teresa E. Smith, Mayor of the City of Orange, on behalf of the entire City
Council, do hereby commend Corporal Don Lockridge for his 22 years of distinguished and honorable service to the
Orange Police Department and to the citizens of Orange.

A Resolution of the City Council of the City of Orange Establishing a Letter of
Understanding between the City of Orange and the Orange Maintenance and Crafts
Employees Association (OMCEA) Effective July 1, 2013 through June 30, 2015.

ACTION: Approved the resolution and authorized staff to make the necessary budget
adjustments and/or appropriations to the departments' salary and benefit accounts to
fund the increased costs of the contract.

3.21 City Membership in the League of California Cities. (OR1800.0.12.5)
Discussion—Councilmember Whitaker stated that he could not support the City's
membership in the League, adding that he sits on the board of the Association of
California Cities, Orange County, and promoted the events they sponsored. He stated
that he did not agree with the stand the League took on the redevelopment issue, nar on
their stand on funding of ballot measures for city bonds, nor their overall philosophy.
