1. SUBJECT
A second amendment to an existing consultant services agreement with Lucy Yeager &
Associates, a private planning consultant, providing current planning processing for Chapman
University applications.
2. SUMMARY
The City continues to process major Chapman University projects. The University has requested
a dedicated contract planner chosen by the City. A $30,000 agreement had been approved by the
City Manager and executed on July 18, 2013. Chapman University had funded the full contract
amount of $30,000. On November 12, 2013, a first amendment to the Lucy Yeager & Associates
agreement in the amount of $20,000 was approved to provide current and advance planning
assignments and prepare Planning studies and reports unrelated to Chapman University projects
and funded by salary savings. This second amendment in the amount of $30,000 is needed to
continue the processing of Chapman University projects and will be funded by Chapman
University.
3. RECOMMENDATION
1) Approve and authorize the Mayor and City Clerk to execute a second amendment to an
existing professional service contract with Lucy Yeager & Associates, not to exceed an
additional $30,000, for a total contract amount of $80,000.
2) Accept into the City's revenue budget a $30,000 deposit from Chapman University, into
revenue account number 100.6021.48210.20099, Expense Reimbursement.
3) Authorize the appropriation of $30,000 into expenditure account number
100.6021.51670.20099, Other Professional & Consulting Services — Lucy Yeager & Associates.

4. FISCAL IMPACT
Upon appropriation, funds will be available to cover the cost of the second amendment to an
existing consultant services agreement with Lucy Yeager & Associates as follows:

6. GENERAL PLAN IMPLEMENTATION
This action would advance Policy 7.2 — Work with institutions within the City to ensure that
implementation of their future plans is compatible with the City's goals for surrounding areas. It
would also advance Implementation Program I -3 Specific Plans and Neighborhood Plans.
7. DISCUSSION and BACKGROUND
The City continues to process ongoing development applications for Chapman University. The
University has indicated they would like to continue to dedicate a contract planner to handle the
various projects. The City has agreed to contract with Lucy Yeager & Associates. Lucy Yeager
would continue to conduct the planning entitlement reviews, planning plan checks, inspections
and mitigation monitoring associated with the DMAC & Recreation Facility, Center for the Arts,
the Science and Technology Building, Specific Plan Amendment No. 7 and other Chapman
University related projects.
Chapman University will fund the full contract amount upfront.
