SESSION The City Council of the City of Orange, California convened on July 11,2000 at 3:30 p.m. in an Adjourned Regular Meeting in Conference Room C, 300 E. Chapman Avenue, Orange, California. 1. OPENING 1.2 PLEDGE OF ALLEGIANCE TO THE FLAG Led by Councilman Murphy 2. ROLLCALL PRESENT - Murphy, Slater, Mayor Coontz ABSENT - Spurgeon, Alvarez (Councilman Alvarez arrived at 3:40 p.m.) 3. PUBLIC COMMENTS - None 4. ADMINISTRATIVE REPORtS 4.1 Discussion ofthe Santiago Hills II Project. Gary Luque, representing The Irvine Company, introduced Rina Rien, The Irvine Company Marketing Division, who gave a Power Point presentation of the Santiago Hills II project. Ms. Rien gave a brief explanation of the product mix of the proposed development - Low Density Residential (single family homes), Low Medium Density Residential (transition homes); and Medium Density (apartments and condominiums). She reviewed the Housing Mobility Cycle which lists the various life stages, from Y ounglSingle to Retired, and the implications of each stage and what product appeals to each group. It is the transition from one life stage to another which motivates the desire for new living environments. She reviewed marketing information from the Irvine Home Finding Center, stating that The Irvine Company has to adjust to market demands and provide homes to meet these changing demands. They also received marketing information on home buyers in Orange, noting that currently, the biggest demand is for homes under $300,000. The product mix was reviewed for both Santiago Hills Phase I and the proposed Phase II. She noted in Phase II there will be less single family detached homes than in Phase I (19%, down from 36%), but more attached homes (27%, up from 8%). PAGEl CITY COUNCIL MINUTES July 11,2000 She presented pictures of types of Medium Density homes - apartments and condominiums, highlighting the amenities and architectural highlights. 4. ADMINISTRATIVE REPORTS (Continued) She presented pictures of Low Medium Density homes - triplex units and cluster homes; explaining that cluster homes are detached homes which share a courtyard environment with common areas and landscaping. They average 1100 to 1600 square feet, ten units per acre. In response to questions regarding yard size and setbacks, Mr. Stan Soo Hoo explained there are not set back requirements applied to his project, they are created in the development standards. In general, however, side yards range from 5 to 1 0 feet, rear yards from 10 to 15 feet, depending onzonmg. Ms. Rien presented additional pictures of single family homes, pointing out the differences between Phase I and the proposed Phase 11- mostly as they relate to garage locations and driveways. The driveways in Phase II will not be as short as in Phase I and garages will not dominate the street. Some garages will be set back further on the property and some will use tandem spacing. There will also be larger parkway setbacks. Ms. Rien explained that architectural themes will tie all the various product mixes together; lmd presented pictures ofthe various proposed architectural elevations - French, Italian, Spanish Colonial and Monterey. These elevations are more eclectic than in Phase I, which was more monochromatic. The next Study Session, to be held July 25, 2000, will focus on the supplemental EIR. 5.
