Community Development Block Grant
Program Committee
April 30, 2026
The Community Development Block Grant (CDBG) Program Committee of the City of Orange,
California convened on April 30th, at 6:00 p.m. in a Regular Meeting in the Weimer Room,
300 E. Chapman Avenue, Orange, California.
1. OPENING/CALL TO ORDER
Chair Benson called the meeting to order at 6:03 p.m.
1.1 PLEDGE OF ALLEGIANCE
Committee Member Pat Buttress led the flag salute.
1.2 ROLL CALL
Present: St. Clair, Muselli, Buttress, and Benson
Absent: Le, Vaughn, and Lozano
2. NEW BUSINESS
2.1. Review of Policies and Procedures for the Business Assistance Façade Program.
Jessica Herrera, Housing Manager, presented the staff report.
A motion was made by Committee Member Buttress, seconded by Vice Chair St. Clair,
to approve recommendation of the draft Policies and Procedures to the City Council for
adoption. The motion carried the following vote:
Ayes: St. Clair, Muselli, Buttress, and Benson
Noes: None
Absent: Le, Vaughn, and Lozano
3. ADJOURNMENT
There being no further business, the meeting was adjourned at 6:53 p.m.
The next Regular CDBG meeting will be held on February 11, 2027 at 6:00 p.m., in the
Wei a\r Room,, 0 E. Chapman Avenue, Orange California 92866.
