AN ORDINANCE AMENDING TITLE 17 OF THE ORANGE
MUNICIPAL CODE TO ADD SIGN REVIEW AUTHORITY TO
REVIEWING BODIES, ADD SIGN CRITERIA AND CLARIFYING
ADMINISTRATIVE LANGUAGE FOR TEMPORARY USE PERMITS
AND SPECIAL EVENTS, AND REPLACING IN ENTIRETY CHAPTER
17.36 RELATING TO SIGNS.

REQUEST:
The proposed ordinance amends Title 17 (Zoning) of the Orange
Municipal Code to replace Chapter 17.36 of the Orange Municipal Code
in its entirety, establishing modern regulations for signs, including sign
review authority to reviewing bodies, sign design and location criteria,
and updated administrative language for temporary use permits and
special events.
ENVIRONMENTAL
INFORMATION:
The proposed project is not subject to the provisions of the California
Environmental Quality Act (CEQA) pursuant to Section 15061(b)(3) of
the state CEQA Guidelines (Common Sense Exemption) because the
ordinance will provide regulations and procedures for signage and does
not permit new physical construction or land use changes that impact the
environment. For this reason, no further CEQA documentation is
required.

All interested parties may submit comments and may be heard on any
relevant matter relating to the proposed actions by attending the public
hearing in person or by submitting written comments as set forth in the
in the October 19, 2026, Planning Commission agenda to be posted on
