Program Committee
February 12, 2026
The Community Development Block Grant (CDBG) Program Committee of the City of Orange,
California convened on February 12, at 6:00 p.m. in a Regular Meeting in the Weimer Room,
300 E. Chapman Avenue, Orange, California.
1. OPENING/CALL TO ORDER
Chair Benson called the meeting to order at 6:01 p.m.
1.1 PLEDGE OF ALLEGIANCE
Chair Benson led the flag salute.
1.2 ROLL CALL
Present: St. Clair, Le, Muselli, Vaughn, Buttress, Lozano, and Benson
Absent: None
2. PUBLIC COMMENTS
None.
3. COMMITTEE BUSINESS
3.1. Presentation of proposals for the 2026-2027 Annual Action Plan.
The following organizations presented proposals for consideration of funding for the
2026-2027 CDBG entitlement year:
Public Works Department, represented by Dien Vu
Assistance League, represented by Patty Waasted
Families Forward, represented by Lauren Hahn
The Hub OC, represented by Yuli Kizler
Orange Police Department, represented by Michael Sellers
Fair Housing Foundation, represented by Stella Verdeja
The presentations were received and filed by the Committee.

3.2. Selection of Community Development Block Grant Program Committee Officers.
A motion was made by Committee Member Le, seconded by Vice Chair St. Clair, to
nominate Chair Benson to serve as Chair for the 2026-2027 Program year effective
February 13, 2026. The motion carried by the following vote:
Ayes: St. Clair, Le, Muselli, Vaughn, Buttress, Lozano, and Benson
Noes: None
Absent: None
A motion was made by Chair Benson, seconded by Committee Member Buttress to
nominate Vice Chair St. Clair to serve as Vice Chair for the 2026-2027 Program year
effective February 13, 2026. The motion carried by the following vote:
Ayes: St. Clair, Le, Muselli, Vaughn, Buttress, Lozano, and Benson
Noes: None
Absent: None
4. ADJOURNMENT
There being no further business, the meeting was adjourned at 6:39 p.m.
The next Regular CDBG meeting will be held on March 12, 2026 at 6:00 p.m., in the
Weim Room, 300 E. Chapman Avenue, Orange California 92866.
