City of Orange
Planning Commission
July 20, 2026
The Planning Commission of the City of Orange, California convened on July 20, 2026, at
5:30 p.m. in a Regular Meeting in the Council Chamber, 300 E. Chapman Avenue, Orange,
California.
1. OPENING/CALL TO ORDER
Chair Leslie called the meeting to order at 5:33 p.m.
1.1 PLEDGE OF ALLEGIANCE
Vice Chair Shannon Tucker led the flag salute.
1.2 ROLL CALL
Present: Vazquez, Tucker, Vejar, McCormack, Leslie, and Benson
Absent: Maldonado
2. PUBLIC COMMENTS
Public Speakers:
Rachel Rolnicki, Kevin Neu, and Christina Martinez spoke in opposition to a project
located at 2411 North Glassell Street.
3. CONSENT CALENDAR
All matters listed under the Consent Calendar are considered to be routine by the
Planning Commission and will be enacted by one motion. There will be no separate
discussion of said items unless members of the Planning Commission, staff or the
public request specific items removed from the Consent Calendar for separate action.
3.1. Approval of meeting minutes of the City of Orange Planning Commission Regular
Meeting held on July 6, 2026.
ACTION: Approved minutes as presented.
Approval of the Consent Calendar
A motion was made by Commissioner Vejar, seconded by Vice Chair Tucker, to
approve the Consent Calendar. The motion carried by the following vote:
Ayes: Vazquez, Tucker, Vejar, McCormack, Leslie, and Benson
Noes: None
Absent: Maldonado

4.PUBLIC HEARINGS
4.1. Public Hearing to consider an Ordinance amending the Orange Municipal Code
to update regulations for homeless shelters and establish regulations for low
barrier navigation centers to ensure consistency with State law and finding of
CEQA exemption.
Senior Planner Arlen Beck presented the staff report. Commissioners discussed the
housing policies and requested clarification on redlined items including the hours of
operation, parking, and staffing both homeless shelters and future Low Barrier
Navigation Centers.
Chair Leslie opened the Public Hearing at 6:44 p.m.
There being no public comment, Chair Leslie closed the Public Hearing at 6:44 p.m.
The Commission asked that staff either incorporate suggested revisions or provide
reasoning as to why a change was not made. Throughout, the City Attorney
emphasized any City-added standard must be objective and cannot become an
unlawful barrier to housing.
A motion was made by Commissioner Vazquez, seconded by Chair Leslie to continue
item 4.1 to the September 10, 2026 Planning Commission meeting with the following
recommended changes to the proposed ordinance:
Recommendation to delete the proposed sunset provision in compliance with State
law.
Recommendation to incorporate a Police Department operational safety review.
Recommendation to revisit the parking standard so "staff incorporates paid
employees, volunteers, and operational needs.
Recommendation to clarify the definition of "comparable use" with regards to parking
requirements.
Recommendation relating to shelters, replace the vague "properly restrained per facility
operation requirements" with a reference to an existing animal-care standard/code
e.g., crating, food and water access), while avoiding overly restrictive requirements.
Recommendation to define "operations" and set objective security standards —
including whether physical/on-site security presence is required versus cameras or
third-party response alone.
Recommendation to add occupancy standards for the residential/living-quarter portion
of any project defined as a residential living facility.
The motion carried by the following vote:

5. ADJOURNMENT
There being no further business, the meeting was adjourned at 7:05 p.m.
The next Regular Planning Commission Meeting will be held on Monday, August 3,
2026 at 5:30 p.m., in the Council Chamber.
