The Traffic Commission of the City of Orange, California, convened on Wednesday, June 10,
2026, al 5:30 p.m. for a Regular Meeting in the Council Chamber, 300 E. Chapman Avenue,
Orange, California.
1, OPENING/CALL TO ORDER
Chair Feliz called the meeting to order at 5:30 p.m.

Commissioner Steve Freeman led the flag salute.

Present: Ricci, Barbeito, Chavarria, Reddinq, Freeman, Feliz, and Deligianni-Brydges

Shay Murphy spoke about removing red curb in front of his home to add available
parking.
APPROVAL OF MINUTES
3.1.Approval of minutes of the City of Orange Traffic Gommission Regular Meeting
held on April 08,2026.

A motion was made by Commissioner Freeman, seconded by Commissioner
Chavarria, to approve minutes as presented. The motion carried by the following vote:
Ayes: Ricci, Barbeito, Chavarria, Redding, Freeman, Feliz, and Deliqianni-Brydges
Noes: None
Absent: None
NEW BUSINESS
4.1. Proposed loading zone in front of233 N. Lemon Street
Associate Engineer Junie Vuong provided a brief staff report utilizing a PowerPoint
Presentation.
Responding to Commissioner inquiry, staff clarified that any existing yellow curb
markings not included in the recommended aclion would be removed and not included
as part of the proposed loading zone.

A motion was made by Vice-Chair Ricci, seconded by Commissioner
Deligianni-Brydges, to: 1. Recommend the installation of a 3S-foot-long loading zone in
front of 233 N. Lemon Street. 2. Forward the recommendation to the City Council for
approval. The motion carried by the following vote:
Ayes: Ricci, Barbeito, Chavarria, Redding, Freeman, Feliz, and Deliqianni-BrydgesNoes: None
Absent: None
lnstallation of 25 feet of red curb on the west side of Kendra Drive north of
Hampshire Road
Transportation Analyst Jose A La Torre provided a brief staff report utilizing a
PowerPoint Presentation.
Public Speakers
Anna Baez and Jacob Gallacher generally spoke in support, but expressed concern if
the length of red curb approved were to exceed staff recommendation.
Michael Young spoke in favor
4.3.
A typographical error in the body of the staff report, indicating a school
zone on the north, rather than west, side of Calfornia Street, was noted
Attorney's Office.

Staff clarified the loading zone would be located on the west side of California Street
between Adams Avenue and Collins Avenue, consistent with the recommended action
and exhibit contarned in the staff report.
A motion was made by Commissioner Chavarria, seconded by Commissioner
Freeman, to approve the installation of a school bus loading zone and associated red
curb on the west side of California Street between Adams Avenue and Collins Avenue.
The motion carried by the following vote:

4.2.
During discussion, staff confirmed it is possible to extend the red curb further than 25
feet.
A motion was made by Vice-Chair Ricci, seconded by Commissioner Redding, to
approve 25 feet of red curb on the west side of Kendra Drive north of Hampshire Road.
The motion carried by the following vote:
Ayes: Ricci, Barbeito, Chavarria, Redding, Freeman, Feliz, and DeligianniBrydgesNoes: None

4.4.lnstallation of 35 feet of red curb on the northwest corner of the Highland

Transportation Analyst Jose A La Torre provided a brief staff report utilizing a Power
Point Presentation.
Responding to Commissioner inquiry, staff clarified the schedule for installing a future
curb ramp at the affected intersection corner.

Regina Hoskins spoke in favor.

Responding to Commissioner inquiries, staff clarified that multifamily dwellings have
the ability to participate in the permit parking program. Staff also reviewed parking
restrictions at intersection corners.
A motion was made by Vice-Chair Ricci, seconded by Commissioner Freeman, to
approve 35 feet of red curb on the northwest corner of the Highland Street/Dana Place
intersection. The motion carried by the following vote:
Ayes: Ricci, Barbeito, Chavarria, Reddinq, Freeman, Feliz, and Deligianni-Brydges
Noes: None
Absent: None
ADJOURNMENT
There being no further business, the meeting was adjourned at 6:1 1 p.m.
