LEGAL NOTICE OF DESIGN REVIEW COMMITTEE
PUBLIC MEETING
MEETING LOCATION: City Council Chamber, 300 E. Chapman Avenue, Orange.

SUBJECT: Design Review No. 25-0183, St. John’s Lutheran Church of Orange
PROPERTY LOCATION: 515 E. Almond Avenue | APN: 390-442-01
REQUEST: A proposal to remodel St. John’s Lutheran Church School Building A,
including construction of a new mezzanine-level library and associated
roof modifications, creation of a ground-floor multi-use area, and interior
classroom improvements. The project also includes accessibility
upgrades to existing restrooms, window and energy-efficiency
improvements, and related exterior modifications intended to maintain
the historic character of the building. The property is designated as a
non-contributor in the Old Towne Historic District.
ENVIRONMENTAL
INFORMATION:
The proposed project is categorically exempt from the provisions of the
California Environmental Quality Act (CEQA) per State CEQA Guidelines
15301 (Class 1 - Existing Facilities) because the addition is less than
10,000 square feet and where all public facilities and services are
available. There is no environmental public review required for a
Categorical Exemption.

relevant matter relating to the proposed actions by mail, email, voicemail,

agenda to be posted on the City’s website at www.cityoforange.org. To
