NOTICE OF PUBLIC HEARING
ZONING ORDINANCE AMENDMENT
HISTORIC PRESERVATION ORDINANCE
NOTICE IS HEREBY GIVEN that the City Council of the City of Orange will hold a Public
Hearing at a Regular Meeting of the City Council on Tuesday, September 22, at 6:00 p.m., or as
soon thereafter as the matter may be heard, in the City Council Chamber, 300 E. Chapman Avenue,
Orange to consider the following request:
SUBJECT:An ordinance amending Title 17 (Zoning) of the Orange Municipal Code to establish a
comprehensive program for the management of historic districts, structures, sites, archaeological
resources and tribal cultural resources by replacing the content of Chapter 17.17, Historic Districts,
with a new Chapter 17.17 entitled Historic Preservation and Cultural Resources. Highlights of the
proposed ordinance include establishment of:
a Heritage Commission
criteria and procedures for historic landmark and districts designation
a historic property register
refined review procedures for alterations to historic properties
guidance for the management of archaeological and Native American resources.
The proposed ordinance also revises select content of Section 17.08 (General Administrative
Procedures) for purposes of establishing the authority of the Heritage Commission and internal
consistency with Chapter 17.17.
Revised Mills Act Program procedures and guidelines are proposed in conjunction with the
ordinance for Council consideration.

ENVIRONMENTAL INFORMATION:The proposed project is not subject to the provisions of
the California Environmental Quality Act (CEQA) pursuant to Section 15061(b)(3) of the state
CEQA Guidelines (Common Sense Exemption) because the ordinance is intended to provide
regulations and procedures intended to protect historic and cultural resources and avoid significant
effect on the environment. For this reason, no further CEQA documentation is required.
PLANNING COMMISSION ACTION:At their August 17, 2026, meeting, the Planning
Commission voted 7-0 to recommend approval of the proposed ordinance.

Public Hearing. Members of the public may provide comments by using any of the following
