City of Orange
Design Review Committee
June 03, 2026
The Design Review Committee of the City of Orange, California convened on June 3, 2026, at
5:30 p.m. in a Regular Meeting in the Council Chamber, 300 E. Chapman Avenue, Orange,
California.
1. OPENING/CALL TO ORDER
Chair Farfan called the meeting to order at 5:30 p.m.
1.1 PLEDGE OF ALLEGIANCE
Chair Farfan led the flag salute.
1.2 ROLL CALL
Present: McDermott, Skorpanich, Grosse, Farfan, and Gladson
Absent: Ledesma, and Lopez
2. PUBLIC COMMENTS
None
3. OLD BUSINESS
3.1. A request for the adaptive reuse of two existing vacant buildings designated as
contributors within the Old Towne Historic District to accommodate a new
restaurant with walk-up window service and full bar, known as The Win-Dow
Design Review No. 25-0025)(Continued from May 20, 2026).
Planning Technician Alyssa Jurkevics, presented a summary of the proposed project.
Public Speakers:
The following spoke on behalf of the project:
Jeffrey Goodman, Applicant; Jeff Rabbitt, Architect; Masa Kleinhample, Designer.
The following spoke in opposition to the project:
Donnie DeWees and Diana Zdenek (representing the Old Town Preservation
Association).
Committee Members discussed historical features and elements of the site project that
are able to be preserved including lighting, and landscaping.

A motion was made by Committee Member Skorpanich, seconded by Vice Chair
McDermott, to approve Design Review No. 25-0025 with the conditions listed in the
staff report and the following additional conditions:
1. All outdoor lighting shall not exceed 3,000 Kelvin in color temperature.
2. The perimeter fencing shall be painted a more subdued, less bright shade of green,
subject to Staff approval. A color such as sage green shall be applied prior to the
issuance of a Certificate of Occupancy.
3. All trees shall be maintained at their full height and canopy extent, except where
pruning is necessary for public safety purposes.
The motion carried by the following vote:
Ayes: McDermott, Skorpanich, Grosse, Gladson, and Farfan
Noes: None
Absent: Ledesma, and Lopez
4. ADJOURNMENT
There being no further business, the meeting was adjourned at 6:35 p.m.
The next Regular Design Review Committee meeting will be held on Wednesday, June
17, 2026 at 5:30 p.m., in the Council Chamber.
