MINUTES
City of Orange
Design Review Committee
March 04, 2026
The Design Review Committee of the City of Orange, California convened on March 4, 2026,
at 5:30 p.m. in a Regular Meeting in the Council Chamber, 300 E. Chapman Avenue, Orange,
California.
1. OPENING/CALL TO ORDER
Chair Skorpanich called the meeting to order at 5:33 p.m.
1.1 PLEDGE OF ALLEGIANCE
Committee Member Robert Grosse led the flag salute.
1.2 ROLL CALL
Present: Farfan, McDermott, Grosse, Lopez, Gladson, and Skorpanich
Absent: Ledesma
2. PUBLIC COMMENTS
None
3. CONSENT CALENDAR
All matters listed under the Consent Calendar are considered to be routine by the
Design Review Committee and will be enacted by one motion. There will be no
separate discussion of said items unless members of the Design Review Committee,
staff or the public request specific items removed from the Consent Calendar for
separate action.
3.1. Approval of minutes of the City of Orange Design Review Committee Regular
Meetings held on October 15, 2025, and November 19, 2025.
ACTION: Approved minutes as presented.
Approval of the Consent Calendar
A motion was made by Committee Member McDermott, seconded by Committee
Member Gladson, to approve the Consent Calendar. The motion carried by the
following vote:
Ayes: Farfan, McDermott, Grosse, Lopez, Gladson, and Skorpanich
Noes: None
Absent: Ledesma

4. COMMITTEE BUSINESS
4.1. Selection of Design Review Committee Officers.
A motion was made by Committee Member Gladson, seconded by Committee Member
Lopez, to nominate Vice Chair Farfan to serve as Chair for a one-year term effective
March 5, 2026. The motion carried by the following vote:
Ayes: Farfan, McDermott, Grosse, Lopez, Gladson, and Skorpanich
Noes: None
Absent: Ledesma
A motion was made by Committee Member Lopez, seconded by Committee Member
Grosse, to nominate Committee Member McDermott to serve as Vice Chair for a
one-year term effective March 5, 2026. The motion carried by the following vote:
Ayes: Farfan, McDermott, Grosse, Lopez, Gladson, and Skorpanich
Noes: None
Absent: Ledesma
4.2. Review of a comprehensive update to the Orange Municipal Code regarding
signage.
Senior Planner, Arlen Beck, presented a summary of the proposed Ordinance.
Discussion included purposeful signage, developing technology, the establishment of
citywide standards, proactive identification/protection of iconic signs, temporary-sign
and clutter controls, and a formal 3000K illumination limit in historic districts. Staff
noted Committee Member suggestions and concerns.
Item 4.2 was received and filed.
5. ADJOURNMENT
There being no further business, the meeting was adjourned at 7:12 p.m.
The next Regular Design Review Committee meeting will be held on Wednesday,
March 18, 2026 at 5:30 p.m., in the Council Chamber.
