NOTICE OF PUBLIC HEARING
ECONOMIC DEVELOPMENT SUBSIDY
VEHICLE INCENTIVE PROGRAM
NOTICE IS HEREBY GIVEN that the City Council of the City of Orange will hold a Public
Hearing at a Regular Meeting of the City Council on Tuesday, August 11, 2026, at 6:00 p.m., or
as soon thereafter as the matter may be heard, in the City Council Chamber, 300 E. Chapman
Avenue, Orange to consider approval of an economic development subsidy and a Participation
Agreement establishing the City of Orange Vehicle Incentive Program (VIP).
At the Public Hearing, the City Council will consider all testimony and evidence regarding the
proposed vehicle incentive program, including the following information required pursuant to
California Government Code section 53083:
1.The name and address of all corporations or any other business entities, except for
sole proprietorships, that are the beneficiary of the economic development subsidy.
The proposed Participation Agreement is with Mazda of Orange, 1350 W. Katella Ave.,
Orange, CA; Selman Chevrolet, 1800 E. Chapman Ave., Orange, CA; Nissan of Orange,
1140 West Katella, Orange, CA; Toyota of Orange, 1400 North Tustin Ave., Orange, CA;
and Villa Ford of Orange, 2550 North Tustin Ave., Orange, CA.
2.The start and end dates and schedule, if applicable, for the economic development
subsidy.
Upon City Council approval, the proposed Participation Agreement is expected to
commence on April 1, 2027, and end on April 1, 2040, for a thirteen-year term set to align
with the duration of the proposed sales tax measure, which is anticipated for the November
2026 ballot and is contingent upon voter approval. Should the measure be extended or
renewed, the City Manager and/or City Council would have the authority to extend the VIP
accordingly.
Because the term of the sales tax exceeds ten years, the City will post this report on the
City's website for the full term, issue an interim report to the Council within five years of
approval, and the City Council will hold a public hearing at the conclusion of the subsidy,
consistent with Government Code Section 53083.
3.A description of the economic development subsidy, including the estimated total
amount of the expenditure of public funds by, or of revenue lost to, the local agency as
a result of the economic development subsidy.
The proposed VIP is a buy-local vehicle incentive program under which eligible City of
Orange residents and licensed Orange businesses may receive a $500 incentive for the
purchase or lease of a qualifying new vehicle, or a $250 incentive for the purchase of a
qualifying pre-owned vehicle with a minimum final sales price of $15,000, from a
participating franchised vehicle dealership located in the City of Orange. Pre-owned vehicle
leases, motorcycles, off-road vehicles, and watercraft would not be eligible.
Vehicle incentive reimbursements would be capped at $1,550,000 per year and $20,150,000
over the Program term. Up to $50,000 per year may be used for City marketing and
administration, resulting in a maximum total public expenditure of $20,800,000 over the
thirteen-year term. All expenditures would be subject to annual City Council appropriation
and the availability of legally available funds.
4.A statement of the public purposes for the economic development subsidy.
The public purposes of the proposed subsidy are to encourage Orange residents and
businesses to purchase or lease qualifying vehicles locally, retain vehicle sales and related
Bradley-Burns sales-tax revenue within the City, support the continued operation of Orange
dealerships, and protect existing local employment.
5.Projected tax revenue to the local agency as a result of the economic development
subsidy.
The Economic Development Subsidy Report projects approximately $118,037 in additional
annual Bradley-Burns revenue attributable to retained vehicle purchases, or approximately
$1.53 million over the thirteen-year term, without adjustment for inflation or changes in
vehicle prices or purchasing activity.
6.Estimated number of jobs created by the economic development subsidy, broken
down by full-time, part-time, and temporary positions.
The program is not expected to create a significant number of new jobs; its principal
employment purpose is to support the retention of existing dealership positions.
PUBLIC REVIEW AND AVAILABILITY OF REPORTS: The Economic Development
Subsidy Report, proposed Participation Agreement, Program Guidelines, and related documents
are available for public review during normal business hours at the City Clerkâs Office, 300 E.
Chapman Avenue, Orange,92866 and are posted online at
https://www.cityoforange.org/business/economic-development.
The staff report and related materials will be available no later than 72 hours before the Public
Hearing as part of the August 11, 2026, City Council agenda on the City's website.
