Chapman Avenue, Orange, California. 4:00 PM REGULAR SESSION 1.OPENING/CALL TO ORDER Mayor Slater called the meeting to order at 4:04 p.m. 1.1 PLEDGE OF ALLEGIANCE Led by Councilmember Jon Dumitru. 1.2 ROLL CALL Present: Bilodeau, Barrios, Dumitru, Gutierrez, Tavoularis, Gyllenhammer, and Slater Absent: None Mayor pro tem Bilodeau joined the meeting at 4:09 p.m. 1.3 PRESENTATIONS Proclamation recognizing the United States Semiquincentennial (1776-2026) 2.PUBLIC HEARINGS 2.1. Public Hearing to Receive the Required Report and Consider Extending Interim Urgency Ordinance No. 08-26 Establishing a Temporary Moratorium on New Massage Establishments Senior Code Compliance Officer Adam Davis provided a brief staff report. Mayor Slater opened the Public Hearing at 4:09 p.m. Public Speakers: The following spoke in support of adoption: Carolyn Cavecche, Sean Chavarria, and Brandy Romero. Mayor Slater closed the Public Hearing at 4:13 p.m. Council discussed the current number of massage establishments in the City and the illegal activity occurring at some establishments. Page 1 of 2 Orange City Council Minutes June 29,2026 A motion was made by Councilmember Barrios, seconded by Councilmember Gutierrez, to adopt Urgency Ordinance No. 08-26-A extending Interim Urgency Ordinance No. 08-26 establishing a temporary moratorium on new massage establishments and the expansion of existing massage establishments for an additional twenty-two (22) months and fifteen (15) days while the City completes its review and adoption of updated Municipal Code and Zoning Code regulations. The motion carried by the following vote: Ayes: Bilodeau, Barrios, Dumitru, Gutierrez, Tavoularis, Gyllenhammer, and Slater Noes: None Absent: None 3.CLOSED SESSION The City Council recessed to Closed Session at 4:23 p.m. with all Members present to discuss the following: a.CONFERENCE WITH LEGAL COUNSEL— EXISTING LITIGATION Pursuant to Government Code Section 54956.9(a) & (d)(1) - One case Name of Case: Cole McDonough v. City of Orange, et al. United States District Court Case No. 8:26-cv-00881-JDE 4.CLOSED SESSION REPORT Council reconvened in Regular Session at 4:38 p.m. with nothing to report. 5.ADJOURNMENT There being no further business, the meeting was adjourned at 4:38 p.m. The next Regular City Council meeting will be held on Tuesday, July 14, 2026, at 6:00 p.m., in the Council Chamber, with Closed Session beginning at 5:00 p.m., if necessary.
