HomeMy WebLinkAbout07-06-2026 Minutes PCAPPROVED BY THE PLANNING COMMISSION ON JULY 20, 2026 MINUTES - FINAL City of Orange Planning Commission July 06, 2026 The Planning Commission of the City of Orange, California convened on July 6, 2026, at 5:30 p.m. in a Regular Meeting in the Council Chamber, 300 E. Chapman Avenue, Orange, California. 1. OPENING/CALL TO ORDER Chair Leslie called the meeting to order at 5:30 p.m. 1.1 PLEDGE OF ALLEGIANCE Chair Isaiah Leslie led the flag salute. 1.2 ROLL CALL Present: Tucker, Maldonado, Vejar, McCormack, and Leslie Absent: Vazquez 2. PUBLIC COMMENTS None. 3. CONSENT CALENDAR All matters listed under the Consent Calendar are considered to be routine by the Planning Commission and will be enacted by one motion. There will be no separate discussion of said items unless members of the Planning Commission, staff or the public request specific items removed from the Consent Calendar for separate action. 3.1. Approval of meeting minutes of the City of Orange Planning Commission Regular Meeting held on April 20, 2026 and June 1, 2026. ACTION: Approved minutes as presented. Approval of the Consent Calendar A motion was made by Vice Chair Tucker, seconded by Commissioner Vejar, to approve the Consent Calendar. The motion carried by the following vote: Ayes: Tucker, Maldonado, Vejar, McCormack, and Leslie Noes: None Absent: Vazquez 4. PUBLIC HEARINGS 4.1. A Public Hearing to consider a request to allow the sale of beer, wine, and distilled spirits (Type 47 ABC License) for on-site consumption in conjunction with the operation of a restaurant and bar with outdoor seating located at 237 W. Page 1 of 3 Planning Commission Minutes-Final July 6,2026 Chapman Avenue and finding of CEQA Exemption (Conditional Use Permit No. 25-0014). Planning Technician Alyssa Jurkevics presented a summary of the proposed project and staff responded to questions from Commissioners regarding the conditions of approval for parking and patio conditions for fencing and gate security. Applicant Jeff Goodman gave an overview of the project, and responded to questions on the service of alcoholic beverages. Staff responded to questions regarding trees, gate width, and conditions regarding bar and lounge. Chair Leslie opened the Public Hearing at 5:42 p.m. There being no public speakers, Chair Leslie closed the Public Hearing at 5:43 p.m. A motion was made by Commissioner Maldonado, seconded by Vice Chair Tucker to: 1. Adopt Planning Commission Resolution No. PC 14-26 approving Conditional Use Permit No. 25-0014, to allow the sale of beer, wine, and distilled spirits for on-site consumption in conjunction with a new State of California Department of Alcoholic Beverage Control Type 47 License (On Sale General - Eating Place) at a new restaurant with outdoor seating located at 237 W. Chapman Avenue with revised condition #22 to read as follows: 22 There shall be no bar or lounge area upon the licensed premises maintained for the purposes of the sale, service, or consumption of alcoholic beverages directly to patrons for consumption without the service of food. 2. Find the request categorically exempt from the California Environmental Quality Act CEQA) in accordance with the State CEQA Guidelines Section 15301 (Class 1 - Existing Facilities). The motion carried by the following vote: Ayes: Tucker, Maldonado, Vejar, McCormack, and Leslie Noes: None Absent: Vazquez 4.2. A Public Hearing to consider a proposal to operate a new charter elementary school with a maximum enrollment of 864 students within two existing buildings and construct two new play areas within an existing parking lot on a property located at 1937 and 2011 W. Chapman Ave. and finding of CEQA exemption PA25-0156: Conditional Use Permit No. 25-0156 and Minor Site Plan Review No. 25-0156). Planning Technician Lauren Briggs presented a summary of the proposed project. Chair Leslie opened the public hearing at 5:56 p.m. Public Speakers: April Hoy, Lisa Cervantes and Socorro Rodriguez spoke in favor of the project. David Shaffer questioned if parking, traffic and noise issues in terms of West Chapman Avenue have been anticipated at all. In addition, recorded voice messages were received in opposition from Tricia Lozano, and in support from Bernice (no last name given), Gonzalo (no last name given), David Reese, Jesus Perez, Magdalena Tapia, and Cecilia Sandoval. Page 2 of 3 Planning Commission Minutes July 6,2026 Chair Leslie closed the public hearing at 6:04 p.m. Applicant Donna Tripp provided an overview of the project Staff and applicant responded to questions regarding school capacity, demographics, traffic counts, queuing, pick up and drop off hours and and trash pick up. A motion was made by Commissioner Vejar, seconded by Chair Leslie to: 1. Adopt Planning Commission Resolution No. PC 15-26 approving Planning Application No. 25-0156 (Conditional Use Permit No. 25-0156 and Minor Site Plan Review No. 25-0156), to allow an 864-student charter elementary school and related site improvements on an existing commercial site located at 1937 and 2011 W. Chapman Ave. 2. Find the request categorically exempt from the California Environmental Quality Act CEQA) in accordance with Section 15301 of the State CEQA Guidelines. The motion carried by the following vote: Ayes: Tucker, Maldonado, Vejar, McCormack, and Leslie Noes: None Absent: Vazquez 5. ADJOURNMENT There being no further business, the meeting was adjourned at 6:25 p.m. The next Regular Planning Commission Meeting will be held on Monday, July 20, 2026 at 5:30 p.m., in the Council Chamber.
