Chapman Avenue, Orange, California. 7:30 PM REGULAR SESSION 1. OPENING/CALL TO ORDER Mayor Slater called the meeting to order at 7:30 p.m. 1.1 PLEDGE OF ALLEGIANCE Led by Mayor Dan Slater. 1.2 ROLL CALL Present: Bilodeau, Barrios, Dumitru, Gutierrez, Tavoularis, and Slater Absent: Gyllenhammer Mayor pro tern Bilodeau joined the meeting at 7:37 p.m. 2. ADMINISTRATIVE REPORTS 2.1. Review and discuss draft resolution and ordinance documents relating to a proposed 1¢ Sales Tax Measure for a term of 13 years Deputy City Manager Jack Morgan presented the staff report utilizing a PowerPoint presentation. Proposed Resolution No. 11670 would place a one-cent sales tax measure on the November 3, 2026, ballot, with a term of 13 years. Public Speakers: Reggie Mundekis spoke in support of the proposed measure. Curt Peterson questioned the emphasis on police and fire services in the ballot measure's proposed language. AJ Ricci spoke in opposition citing concerns regarding the Council's inconsistent objectives. Diana Zdenek spoke in support of the proposed measure. A motion was made by Councilmember Barrios, seconded by Councilmember Gutierrez, to adopt Resolution No. 11670. A Resolution of the City Council of the City of Orange ordering the submission to the voters a question relating to a local general transactions and use tax (sales tax) at the November 3, 2026, General Municipal Page 1 of 2 Orange City Council Minutes June 3,2026 Election as called by Resolution No. 11669. The motion carried by the following vote: Ayes: Barrios, Dumitru, Gutierrez, Tavoularis, and Slater Noes: Bilodeau Absent: Gyllenhammer A motion was made by Councilmember Barrios, seconded by Councilmember Gutierrez, to adopt Resolution No. 11672 and designate Mayor Slater as the Council's authorized representative for purposes of Elections Code section 9282, with authority to prepare, execute, and file the ballot argument in favor of the measure, determine any additional co-signers, and make revisions necessary prior to filing. A Resolution of the City Council of the City of Orange setting priorities for filing written arguments regarding a City measure and directing the City Attorney to prepare an impartial analysis for the measure to be submitted to the voters at the General Municipal Election held on Tuesday, November 3, 2026. The motion carried by the following vote: Ayes: Barrios, Dumitru, Gutierrez, Tavoularis, and Slater Noes: Bilodeau Absent: Gyllenhammer 3. ADJOURNMENT There being no further business, the meeting was adjourned at 7:47 p.m. The next Regular City Council meeting will be held on Tuesday, June 9, 2026, at 6:00 p.m., in the Council Chamber, with Closed Session beginning at 5:00 p.m., if necessary. s PAMELA COLEMAN DANIEL R.
