April 08, 2026
The Traffic Commission of the City of Orange, California, convened on Wednesday, April 8,
2026, at 5:30 p.m. for a Regular Meeting in the Council Chamber, 300 E. Chapman Avenue,
California.
1. OPENING/CALL TO ORDER
Chair Feliz called the meeting to order at 5:30 p.m.
1.1 PLEDGE OF ALLEGIANCE
Commissioner Douglas Redding led the flag salute.
1.2 ROLL CALL
Present: Barbeito, Chavarria, Redding, Freeman, and Feliz
Absent: Ricci
2. PUBLIC COMMENTS
Public Speakers
Devan McLeroy spoke about reducing red curb on Almond Avenue and Cypress Street
to add available parking.
3. CONSENT CALENDAR
3.1. Approval of minutes of the City of Orange Traffic Commission Regular Meeting
held on February 11, 2026.
ACTION: A motion was made by Commissioner Barbeito, seconded by Commissioner
Chavarria, to approve minutes as presented. The motion carried by the following vote:
Ayes: Barbeito, Chavarria, Redding, Freeman, and Feliz
Noes: None

4. NEW BUSINESS
4.1. Request for permit parking on both sides of Olive Street from Almond Avenue to
Palmyra Avenue.
Transportation Analyst Jose A La Torre provided a brief staff report utilizing a
PowerPoint Presentation.
Public Speakers
Andy Wile, and Glen Stern spoke in favor.
Devan McLeroy, Vickie Laughlin, Zachary Jones and Andrea Menendez generally
support permit parking but expressed concern if permit parking were not expanded to
surrounding streets.
Christopher Bui, representing Ricca Donna Salon, spoke in favor but requested the
Salon be able to obtain a limited number of permits for employees.
Patrick Calibar provided clarification regarding a duplex address included in the permit
area.
Elizabeth Angel raised questions regarding permit allocation and fee structure,
particularly as it applies to multi-unit properties.
Responding to Commissioner inquiry, staff clarified that the number of permits issued
to any unit shall not exceed its bedroom count or five (5), whichever is less.
A motion was made by Chair Feliz, seconded by Commissioner Chavarria, to: 1.
Approve the implementation of permit parking along the residential frontages on both
sides of Olive Street from Almond Avenue to Palmyra Avenue. 2. Forward to the City
Council for final action. The motion carried by the following vote:
Ayes: Barbeito, Chavarria, Redding, Freeman, and Feliz
Noes: None
Absent: Ricci
4.2. Modification of existing red curb in front of 292 S. Lemon Street.
Associate Engineer Junie Vuong provided a brief staff report utilizing a PowerPoint
Presentation.
Staff clarified the Daylighting Law restricts parking within a certain distance of
intersection approaches and would apply without markings or signs being installed.

Devan McLeroy and Melissa Medina spoke in favor but with the condition to shorten
the red curb to twenty feet.
Glen Stern spoke in favor but with conditions to relocate the red curb for more parking.

The Commission discussed the potential of increasing parking capacity. Staff clarified
that the 30-foot distance for intersection approaches was previously approved based
on intersection-specific conditions. Staff noted that reducing the distance could yield a
modest increase in parking capacity but is not recommended without further analysis.
A motion was made by Chair Feliz, seconded by Commissioner Chavarria, to approve
the modification of the existing curb markings to achieve 30 feet of continuous red
curb, measured from the intersection curb ramp, and no other curb markings between
the resultant red curb and first driveway. The motion carried by the following vote:
Ayes: Barbeito, Chavarria, Freeman, and Feliz
Noes: Redding
Absent: Ricci
4.3. Two-hour time-limited parking in designated sections of the Orange Main Library
parking lot.
Deputy Public Works Director/City Traffic Engineer Larry Tay provided a brief staff
report utilizing a PowerPoint Presentation.
Responding to Commissioner inquiry, staff addressed the potential need and
procedure to amend or expand parking regulations.

Elizabeth Angel expressed concerns regarding the proposed time-limited parking.
A motion was made by Chair Feliz, seconded by Commissioner Chavarria, to: 1.
Approve installation of 2-hour parking on the west side of the parking lot at the Orange
Main Public Library. 2. Authorize staff to modify the allowable time limit to any interval
between 15 minutes up to three hours, based on evolving needs.3. Adopt Resolution
TC-02-2026. A resolution of the Traffic Commission of the City of Orange for the
establishment of a 2-hour parking zone in designated areas of the Orange Main Public
Library lot and to authorize City staff to modify the time limit of Library parking spaces
to any interval between 15 minutes up to three hours. 4. That staff be directed to
develop specific hours of enforcement, during which the 2-hour restrictions would be in
effect, rather than referring to those codified in the city's municipal code; as well as a
plan for how additional restrictions could be implemented throughout the entire parking
lot. The motion carried by the following vote:
Ayes: Barbeito, Chavarria, Redding, and Feliz
Noes: Freeman
Absent: Ricci
5. ADJOURNMENT
There being no further business, the meeting was adjourned at 6:20 p.m.
The next Regular City Traffic Commission Meeting will be held on Wednesday, June
10, 2026, at 5:30 p.m., in the Council Chamber.
