Chapman Avenue, Orange, California. 5:00 PM CLOSED SESSION 1. CALL TO ORDER Mayor Slater called Closed Session to order at 5:01 p.m. 1.1 ROLL CALL Present: Bilodeau, Barrios, Dumitru, Gutierrez, Tavoularis, Gyllenhammer, and Slater Absent: None Councilmember Dumitru joined Closed Session at 5:25 p.m. 2. PUBLIC COMMENTS ON CLOSED SESSION ITEMS None 3. RECESS TO CLOSED SESSION The City Council recessed to Closed Session at 5:03 p.m. with all Members present, except Councilmember Dumitru who joined Closed Session at 5:25 p.m., to discuss the following: a. CONFERENCE WITH LEGAL COUNSEL—ANTICIPATED LITIGATION Significant exposure to litigation pursuant to Government Code section 54956.9(d)(2) One potential case) b. CONFERENCE WITH LEGAL COUNSEL—EXISTING LITIGATION Pursuant to Government Code Section 54956.9(a) & (d)(1) - One case Name of Case: Sean Lee Arnold v. City of Orange, et al. Orange County Superior Court Case No. 30-2025-01521321 4. CLOSED SESSION REPORT None 5. OPENING/CALL TO ORDER Mayor Slater called the meeting to order at 6:02 p.m. 1.1 INVOCATION Given by Pastor Marco Salinas from Spirit and Truth Worship Center. 1.2 PLEDGE OF ALLEGIANCE Led by Councilmember Jon Dumitru. 1.3 ROLL CALL Present: Bilodeau, Barrios, Dumitru, Gutierrez, Tavoularis, Gyllenhammer, and Slater Absent: None 1.4 PRESENTATIONS/ANNOUNCEMENTS Proclamation designating April 19 -25, 2026 as National Library Week 1.5 REPORT ON CLOSED SESSION ACTIONS None 2. PUBLIC COMMENTS Public Speakers: Mario Ghizzi expressed concerns over his neighbors. Scott Carroll expressed concerns regarding graffiti throughout the City. Craig Attanasio commented on national politics. Ryan Johnson requested that the City recognize May 1 as May Day. Written Public Comments Jaine Chapman emailed in support of keeping the Holiday Skate Center open. Janice Brownfield emailed about the importance of recycling food waste and improving air quality. 3. CONSENT CALENDAR All items on the Consent Calendar are considered routine and are enacted by one motion approving the recommended action listed on the Agenda. Any member of the City Council, staff, or the public may request an item be removed from the Consent Calendar for discussion or separate action. Unless otherwise specified in the request to remove an item from the Consent Calendar, all items removed shall be considered immediately following action on the remaining items on the Consent Calendar. 3.1. Confirmation of accounts payable warrant registers dated March 5, 12, 19, and 26, 2026 and payroll check registers dated March 13, and 27, 2026. ACTION: Ratified the accompanying registers. Page 2 of 4 Orange City Council Minutes April 14,2026 3.2. Approval of minutes of the City of Orange City Council Regular Meetings held on March 10 and 24, 2026. ACTION: Approved minutes as presented. Approval of the Consent Calendar All items were approved as recommended. A motion was made by Councilmember Gutierrez, seconded by Councilmember Gyllenhammer, to approve the Consent Calendar as presented. The motion carried by the following vote: Ayes: Bilodeau, Barrios, Dumitru, Gutierrez, Tavoularis, Gyllenhammer, and Slater Noes: None Absent: None END OF CONSENT CALENDAR 4. APPOINTMENTS TO BOARDS, COMMITTEES, AND COMMISSIONS 4.1. Appointment to the City Traffic Commission Public Speaker: Mary Oberschlake spoke in opposition. A motion was made by Councilmember Tavoularis, seconded by Mayor pro tem Bilodeau, to appoint Alexia Deligianni-Brydges to the City Traffic Commission to fill an unexpired term ending June 30, 2027. The motion carried by the following vote: Ayes: Bilodeau, Dumitru, Tavoularis, Gyllenhammer, and Slater Noes: Barrios, and Gutierrez Absent: None 5. REPORTS FROM CITY MANAGER None 6. ADMINISTRATIVE REPORTS 6.1. Second Budget Study Session for the Proposed Fiscal Year 2026-27 Budget Staff provided an overview of proposed Capital Improvement Projects including deferred projects and reductions to fund balances. Public Speaker: AJ Ricci encouraged Council to continue exploring ways to fund projects without relying on City funds and offered to assist in offsetting the Veterans Memorial Park project through private support and community sponsorships.
