LEGAL NOTICE OF PLANNING COMMISSION
PUBLIC HEARING
MEETING LOCATION: City Council Chamber, 300 E. Chapman Avenue, Orange.
Members of the public can also access meetings on Spectrum Cable
Channel 3 and AT&T U-verse Channel 99 and streamed live and on-
demand on the City’s website.

SUBJECT: CUP 25-0104, AT&T Mobility Wireless Communication Facility
PROPERTY LOCATION: APN: 386-521-19
REQUEST: To construct and operate a new stealth ground-mounted wireless
communication facility on a 70-foot-tall tower that incorporates a ‘mono-
eucalyptus’ stealth design consisting of (12) panel antennas, (16) remote
radio units, (1) GPS antenna, (5) surge suppression units with ancillary
supporting equipment within a 636-square-foot enclosure located on an
Orange County Flood Control District property (APN 386-521-19). The
Conditional Use Permit is required in order for the facility to exceed the
32-foot height maximum of the Recreational Open – (RO) zoning district.
ENVIRONMENTAL
INFORMATION:
The proposed project is categorically exempt from the provisions of the
California Environmental Quality Act (CEQA) per State CEQA Guidelines
15303 (Class 3 – New Construction or Conversion of Small Structures)
because the project consists of the construction of a new wireless
communication facility with ancillary supporting equipment not exceeding
2,500 square feet in area on the property. There is no environmental
public review required for a Categorical Exemption

FURTHER INFORMATION: All interested persons may be heard on any relevant matter relating to
the proposed action by attending the public hearing in person; or by
submitting written comments as set forth in the June 1, 2026, Planning
Commission agenda to be posted on the City’s website at
www.cityoforange.org. Agendas are posted online at least 72 hours prior
