Chapman Avenue, Orange, California. 1. OPENING/CALL TO ORDER Chair Vejar called the meeting to order at 5:32 p.m. 1.1 PLEDGE OF ALLEGIANCE Commissioner Ruby Maldonado led the flag salute. 1.2 ROLL CALL Present: Leslie, Martinez, Vazquez, Maldonado, Tucker, McCormack, and Vejar Absent: None 2. PUBLIC COMMENTS None. 3. CONSENT CALENDAR All matters listed under the Consent Calendar are considered to be routine by the Planning Commission and will be enacted by one motion. There will be no separate discussion of said items unless members of the Planning Commission, staff or the public request specific items removed from the Consent Calendar for separate action. 3.1. Approval of meeting minutes of the City of Orange Planning Commission Regular Meeting held on February 2, 2026. ACTION: Approved minutes as presented. 3.2. Request for a time extension for the Copic Orthodox Church located at 491 N. Hewes Street (Conditional Use Permit No. 3215-23, Major Site Plan Review No. 1054-21, and Design Review No. 1799-15). ACTION: Approved a two-year extension for Conditional Use Permit No. 3215-23, Major Site Plan Review No. 1054-21, and Design Review No. 1799-15. Approval of the Consent Calendar A motion was made by Commissioner Maldonado, seconded by Commissioner McCormack, to approve the Consent Calendar. COMMISSION BUSINESS 4.1. Selection of Planning Commission Officers. A motion was made by Commissioner Tucker, seconded by Commissioner Martinez to nominate Vice Chair Leslie to serve as Chair for a one-year term effective February 20, 2026. The motion carried by the following vote: Ayes: Leslie, Martinez, Vazquez, Maldonado, Tucker, McCormack, and Vejar Noes: None Absent: None A motion was made by Commissioner Vazquez, seconded by Commissioner Martinez to nominate Commissioner Tucker to serve as Vice Chair for a one-year term effective February 20, 2026. The motion carried by the following vote: Ayes: Leslie, Martinez, Vazquez, Maldonado, Tucker, McCormack, and Vejar Noes: None Absent: None 5. PUBLIC HEARINGS 5.1. Public Hearing to consider recommendation of an Ordinance amending the Orange Municipal Code to update regulations for Residential Care Facilities and Daycare Homes ensuring consistency with State Law; and finding of CEQA exemption. Associate Planner, Arlen Beck, presented a summary of the proposed project. Chair Vejar opened the Public Hearing at 5:39 p.m. There being no speakers, Chair Vejar closed the Public Hearing at 5:39 p.m. A motion was made by Chair Vejar, seconded by Commissioner Maldonado to: 1. Adopt Planning Commission Resolution No. 06-26 recommending the City Council adopt an Ordinance amending Title 17 of the Orange Municipal Code to bring the City's regulations regarding Residential Care Facilities and Family Day Care Homes into compliance with State law, specifically the California Community Care Facilities Act Health and Safety Code Sections 1500-1569.889) and Family Day Care Homes Act Health and Safety Code Sections 1597.40-1597.46), and updates to related definitions and land use tables for consistency. 2. Recommend that the City Council find the ordinance categorically exempt from the California Environmental Quality Act (CEQA) per State CEQA Guidelines Sections 15061(b)(3). The motion carried by the following vote: Ayes: Leslie, Martinez, Vazquez, Maldonado, Tucker, McCormack, and Vejar Noes: None Absent: None 5.2. Public Hearing to consider a request to subdivide an existing vacant site to construct 15 detached three-story residential dwellings at 715 W. Fletcher Avenue and finding of CEQA Exemption (ENT25-0015). Senior Planner, Ryan Agbayani, presented a summary of the proposed project. Page 2 of 3 Planning Commission Minutes February 19,2026 Chair Vejar opened the public hearing at 5:50 p.m. Applicant Bart Hornstein spoke in favor of the project. Chair Vejar closed the public hearing at 5:52 p.m. Commissioners had further questions for the applicant and staff. Chair Vejar re-opened the public hearing at 5:53 p.m. Mr. Hornstein and staff members responded to questions regarding FAR, adjacent uses, ADA sidewalks, existing similar projects, and the affordable units. Chair Vejar closed the public hearing at 5:59 p.m. A motion was made by Commissioner Vazquez, seconded by Chair McCormack to: 1. Adopt Planning Commission Resolution No. PC 07-26 recommending City Council approval of ENT25-0015 (Tentative Tract Map, Major Site Plan Review, and Administrative Design Review). 2. Recommend that the City Council find the request categorically exempt from the California Environmental Quality Act (CEQA) in accordance with Section 15332 (Class 32-In-Fill Development Projects) of the State CEQA Guidelines. The motion carried by the following vote: Ayes: Leslie, Martinez, Vazquez, Maldonado, Tucker, McCormack, and Vejar Noes: None Absent: None 6.
