HomeMy WebLinkAbout05-26-2026 Urgency Ordinance Moratorium on Massage Establishments - PH NoticeCITY OF ORANGE NOTICE OF PUBLIC HEARING AN URGENCY ORDINANCE OF THE CITY COUNCIL OF THE CITY OF ORANGE ESTABLISHING A TEMPORARY MORATORIUM ON MASSAGE ESTABLISHMENTS PENDING REVIEW AND UPDATE TO THE CITY’S MUNICIPAL CODE AND ZONING CODE NOTICE IS HEREBY GIVEN that the City Council of the City of Orange will hold a Public Hearing at a Regular Meeting of the City Council on Tuesday, May 26, 2026, at 6:00 p.m., or as soon thereafter as the matter may be heard, in the City Council Chamber, 300 E. Chapman Avenue, Orange to consider the following request: SUBJECT:The City proposes a 45-day moratorium on approving new massage business permits in order to provide staff with adequate time to collect and analyze information regarding the impacts of massage establishments on the community, and to research, evaluate, and prepare recommendations for the City Council regarding potential amendments to the City’s Municipal Code. APPLICANT: City of Orange LOCATION:Citywide ENVIRONMENTAL INFORMATION:The establishments of fees and fines is not a project under the California Environmental Quality Act (CEQA) as defined in Section 15378 of the CEQA Guidelines. FURTHER INFORMATION:All interested persons may be heard on any relevant matter relating to the proposed action by attending the public hearing in person; or by submitting written comments as set forth in the May 26, 2026, City Council agenda.
